Adding something to the effect of it not being considered eluding when one feels the need to drive to a safe place such as a convenience store, police station, etc. Many people, especially female, possibly having children with, do not feel safe when there is little to no other traffic or public nearby. Maybe they could put their flashers on as an indicator to acknowledge the law enforcement presence?
