The UEN is registered as undecided on this bill. We have no objections to codifying this requirement that all board members vote yea or nay on the issues before the board of directors. The bill specifies that the board member may abstain if there is either a real or perceived conflict. We expect board members to declare the real or perceived conflicts that would cause them to abstain from both the discussion and voting on such issues. This practice is important for public confidence in local governments, but as a matter or Robert's Rules of order which govern most school board processes by their own policy, this law is likely redundant.
