The Office of the State LongTerm Care Ombudsman is supportive of electronic monitoring in longterm care facilities. The residents right to have a monitoring device should be honored as long as there are mechanisms in the bill to ensure the privacy of other residents is not violated, this bill has those provisions. Given the substandard environments in many facilities as evidenced by reporting by our staff and state survey results it seems like the time to move forward with an additional option for oversight and protection for residents. Our office is sensitive to and aware of staffing shortages, high turnover and burnout of staff but our ultimate responsibility lies with resident advocacy. We believe passage is timely and needed.
