I support this bill. Black Hawk County uses plan one. Almost always the 5 supervisors are from Waterloo or Cedar Falls. The rural areas and smaller communities in the county are not fairly represented. Under this bill, Black Hawk County would be forced to go to plan three which give a greater chance that 1 or more members would live outside of Waterloo or Cedar Falls.
