The members of this subcommittee are well aware of what Constitutional Carry is, so I will just quickly summarize our members support for this crucial piece of legislation. SSB 1232s Constitutional Carry provisions would make Iowas existing Shall Issue laws optional for lawabiding gun owners, and allow them to carry a firearm for any lawful purpose without being forced to pay fees, obtain government permission, or add their name to a state or federal database. Undoubtedly, antigun organizations funded by Michael Bloombergs money will try to convince you that passage of this legislation will lead to a spike in violent crime, and that peaceful gun owners will suddenly become bloodthirsty killers looking for a reason to spark a confrontation if Iowas concealed carry process becomes optional. This is something that the legislature, and all of Iowa, has heard many times before. In 2010, when Iowa enacted Shall Issue legislation, we heard the same panicked statements. The reality is that with hundreds of thousands of additional Iowans now carrying concealed, weve seen no meaningful increase in Iowas crime rates at all. In 2017, when Iowa passed StandYourGround law, the media and many state legislators all but said that Iowans would see duels on Main Street if the law allowed them to defend themselves in public without first having to retreat. Of course, that hasnt happened either. When Iowa passes Constitutional Carry legislation, if anything, crime rates will fall as more law abiding Iowans will be able to carry a firearm without having to jump through any political hoops first. Anyone who says otherwise would have to explain how Alaska, Arkansas, Arizona, Idaho, Kansas, Kentucky, Maine, Mississippi, Montana, New Hampshire, North Dakota, South Dakota, Oklahoma, Utah, Vermont, West Virginia, and Wyoming have already enacted this legislation with no negative impact on their violent crime rates. And while some law enforcement organizations may oppose this legislation as theyve done in the past, they too would be at odds with what their colleagues in Constitutional Carry states have said about the impact of this legislation. A year after West Virginia passed it in 2015, WV State Police Spokesman Lt. Michael Baylous described the impact Constitutional Carry had on their state: When comparing the raw data from 2015 and 2016, there does not appear to be an overall significant difference in the number of violent crimes committed with firearms. Some counties experienced an increase in gunrelated incidents, while others experienced a decrease. Idaho passed Constitutional Carry legislation in 2016, in a political effort that I helped direct on behalf of our sister organization, the Idaho Second Amendment Alliance. And in a July 1, 2017 article in Washington States SpokesmanReview that dealt with the impact that Constitutional Carry had on Idaho, Nez Perce County Sheriff Joe Rodrigues stated that nothing has changed, and he also noted that the number of residents applying for concealed carry permits hadnt dropped, either. In many states, police associations are very much opposed to any expansion of gun rights, but this article went on to state that even the Idaho Chiefs of Police Association agreed that Constitutional Carry had not resulted in an increase in crime.The same thing would be true regarding Division 1 on this bill, which phases out the need for a governmentissued permit to purchase a handgun or revolver. The only people that the current law is impacting are the hundreds of thousands of law abiding citizens that currently follow it. Current law does nothing to stop a violent criminal from getting his hands on a firearm and committing a violent crime. Consequently, retiring that section of current law would do nothing but restore freedom to Iowans who should never have been required to obtain permission to buy a handgun in the first place. The opponents of Second Amendment freedom like throw out one line statements like, the data supports the guncontrol argument.Thats pathetic. The real data about gun control is sickening. Turkey established gun control in 1911. From 1915 to 1917, 1.5 million Armenians were exterminated in the Armenian Genocide. The Soviet Union established gun control in 1929. Between 19291953, nearly 20 million dissidents were exterminated.China established gun control in 1935. Between 19481952, 20 million political dissidents were exterminated.Guatemala established gun control in 1964. Between 19641981, 100,000 Mayan Indians were rounded up and exterminated.Uganda established gun control in 1970. Between 19711979, 300,000 Christians were rounded up and exterminated. Cambodia established gun control in 1956. Between 19751977, 1 million educated people were rounded up and exterminated. You see, tyrannical governments are the biggest killers of innocent people that our world has ever seen.Many gun control activists and enemies of selfdefense point to Australia and New Zealand as examples of policies America should implement when it comes to disarming the American people. But just because the governments of Australia and New Zealand havent turned on their own citizens and started slaughtering them yet, doesnt mean that the examples cited above should be discounted. And this brings us to the primary reason why our members support SSB 1232 and the two sections that I have discussed today. You see, while studies, facts, anecdotes, and state by state comparisons are helpful to bring some sanity to the cries from the gun control crowd, they are not the reasons why this subcommittee and the legislature should pass this legislation. Even the fact that these freedoms are enshrined in our great Constitution is a secondary reason to advance this bill. The truth is that our right to keep and bear arms is a Godgiven right, a direct extension of the 6th Commandment that God gave to Moses on Mt. Sinai, and that is why this subcommittee should advance SSB 1232, because these rights come from God. These rights were never about hunting or target shooting. They have always been in place so that free people could defend themselves against criminals and tyrants alike, the way our Founding Fathers did when they liberated us from the tyranny of England. Gun owners in Iowa have spoken very loudly about this issue, going all the way back to the 2010 election cycle. After House and Senate Democrats voted Constitutional Carry legislation down in 2009 and 2010 and Iowa Gun Owners exposed those votes, gun owners removed Senators Rick Mullin, Rich Olive, Bill Heckroth, Staci Appel, Becky Schmitz, and Keith Kreiman from office. In the House, Representatives McKinnley Bailey, Mark Kuhn, John Beard, Doris Kelley, Gene Ficken, Ray Zirkelbach, Geri Huser, Eric Palmer, Larry Merek, Mike Reasoner, and Paul Shomshor all lost their elections due, in large part, to their votes against this bill. In 2014, Senator Daryl Beall was removed from office by gun owners after they learned of his votes against Constitutional Carry and his support for gun control, thanks to Iowa Gun Owners. In 2016, after a multiyear effort to block Constitutional Carry and other progun bills, Senators Mike Gronstal, Steve Sodders, Brian Schoenjahn, Mary Jo Wilhelm, Thomas Courtney, and Chris Brase were all removed from office after Iowa Gun Owners ran radio, TV, digital and direct mail campaigns in their districts, exposing their votes. In 2020, after Michael Bloomberg hit Iowa with several million dollars in digital ads with an expressed goal of flipping the legislature, gun owners reelected the current majorities and defeated antigun candidates like Abby Finkenauer, Theresa Greenfield, J.D. Scholten, and Joe Biden. As always, Iowa Gun Owners was there to highlight their records every step of the way. So on behalf of the members of Iowa Gun Owners, we whole heartedly support SSB 1232 and urge the members of this subcommittee to advance this bill to the full committee, as is. In Missouri, the removal of background checks increased the firearm homicide rate by 27%. Iowans overwhelmingly support common sense gun safety legislation. Please do not move this bill forward.

As someone who lost a dear friend to gun violence, this bill is particularly concerning. As a supporter of responsible gun owner, I oppose any bill that loosens gun laws in Iowa. Iowa should retain its laws that prevent gun violence. This is a bad bill.And as a business owner in Iowa, I am concerned my ability to attract talent to this state from neighboring states people who see this type of bill coming through the Iowa legislature and worry about it might do the quality of living here. I strongly oppose HSB 254, a bill asking to negate the very safety measures created to protect lives against gun violence, intentional and accidental. I do not stake claim to being a radical leftist, as some refer to those of us wanting stronger gunsense laws rather than eliminating what is currently law. I am, however, very concerned about public safety as it relates to protecting Iowans. There is evidence that democrats, republicans, and independents alike support passing even stronger commonsense laws than what is currently written. I believe it is possible to keep guns out of the hands of criminals while also protecting the rights of gun owners. Repealing the law for a criminal background check prior to a gun purchase, as well as requiring a permit to carry a concealed gun, are not ways to ensure public safety. Background checks have been proven an effective method for reducing gun violence and keeping guns out of the wrong hands. In 1994, federal law began requiring these background checks, with greater than 3.5 million sales being blocked to prohibited purchasers. Typically, permits allowing concealed carry require training for how to carry a firearm responsibly in public. To allow permitless carry eliminates this critical safety component.I have chosen to not bombard you with statistics or percentages for why this bill is important to me, as I am certain these facts are available to you. If you have completed an unbiased research on these matters, I trust you to do the right thing. VOTE AGAINST HSB 254. Thank you.

I totally support the second amendment as written in the Constitution. It is more and more necessary every day to be rained and able to defend myself as a single woman. My son and 9 year old granddaughter were attacked by a BLM mob in a Hy Vee parking lot . Police who were in the area did not help them, and they were very near being attacked when my son was able to back out. Since he has his conceal carry he knew if the mob had attacked his daughter he would need to protect her. it was terrifying for them. And this happened in nice Iowa. No common person is safe anymore. Dear Iowa Senate Judiciary SubCommittee For far too long, the honest, law abiding citizengun owners of Iowa who simply want to exercise their CONSTITUTIONAL RIGHT to keep and BEAR arms for their own personal selfdefense and personal safety have been treated like second class citizens, who have to grovel and beg, and pay for exorbitant fees and training costs for the "permission" to exercise a right that is SUPPOSED to be guaranteed under our federal Constitution.Let's all be honest with each other for just a moment in time: Criminals intent on using firearms for mayhem do not bother to get "permits" to carry the firearms they intend to use for harm. Criminals don't think to themselves "I am going to kill soandso with a firearm," and then immediately recoil in horror with the realization they don't have a "permit" to carry that firearm. The last thing they are worried about is "did I carry a gun without a permit?" Yet under the laws extant in Iowa today, an honest, law abiding citizen will lose his/her second amendment rights for LIFE if they happen to carry a firearm, for no greater "evil" than simply not having "permission" from the government. This is a cruel and unjust state of affairs.IF you are wise enough to pass SSB 1232 out of your subcommittee, you will be simply taking a stand for two things: the return of reason in support of the natural right of selfdefense in Iowa, and the support of Iowan's constitutional freedoms in general.NOTHING bad can come from the passage of this bill in the Iowa Senate, despite the hue and cry of the liberal left in Iowa. We saw this to be true with the wide expansion of carry permits in Iowa with "shall issue." The left all opined that "there will be shootouts in the streets!" (as they are now with this bill), but NOTHING of the sort came to pass. Iowan's have PROVEN over and over again that we are law abiding people that DESERVE to have unimpeded constitutional freedoms . . . we have EARNED them through great example.Now is the time . . . now is the place . . . now is the season to restore Iowan's constitutional rights. The Second Amendment was set in place to acknowledge the right of the people to protect themselves from threats both foreign and domestic. Any limitation, restriction, surveillance, or governance over this right is unconstitutional. A registry and/or database that tracks a citizen exercising one of their rights is one small step from confiscation of that right. History shows us time and again the danger of a government removing the rights of its citizens. I do not see how anyone could, in good conscience, deny or hinder the rights acknowledged in our country's single greatest document.

The second amendment is in place for a reason. The people that use guns in an illegal way are still going to have access to them. If you take ours away, we have no protection. Plus, many rifles are used for hunting animals during a season thats under permit. We want to keep the second amendment intact. We shouldnt have to pay just to own a gun. Our privacy is also vital. Please leave everything as it is.

I am writing urging you to reject this dangerous proposal. I count on Iowas bedrock public safety laws like our background check law and the permitting requirement for carrying a concealed handgun to keep my children safe.I am an Iowa mother of two young boys. I was horrified when my 4 year old had to start practicing school shooting drills. It immediately brought me back to my own high school parking lot, where I had shots fired over my head. Despite being a twice deployed Army National Guard Veteran, the most dangerous situation Ive ever lived though was at my school, when I myself was still a child. Repealing Iowas background check requirement would make it easy for felons, domestic abusers, and those prohibited based on mental illness to buy handguns in Iowa. These laws are proven to reduce gun violence states that go beyond federal law and require background checks for unlicensed gun sales are associated with 10 percent lower homicide rates, as well as markedly lower rates of firearm suicide and firearm trafficking. Repealing our states permitting requirement would make it legal for peopleincluding those with dangerous historiesto carry hidden, loaded handguns in public in Iowa without a permit or safety training. HSB 254 is one more example of our Iowa lawmakers choosing the radical gun lobby agenda over public safety, and our communities are going to pay the price. Repealing Iowas bedrock public safety laws like our handgun background check law and the permitting requirement for carrying a concealed gun is extreme, unpopular, and a threat to public safety.Ive been a responsible gun owner my entire life repealing background checks and permitting requirements does not honor Iowas heritage of responsible gun ownership. I strongly oppose this bill. There has not been nearly enough time to make the general public aware of the implications of this bill. The thought that every single person I encounter in public could be packing heat brings chills. This is very dangerous to have such lax laws that absolutely anyone could just throw a gun in their purse or backpack and go out in public is a terrible idea. I don't know why some think they need protection to go out to the grocery store. In reality it is more dangerous because a small child could find the gun and have terrible consequences. As a responsible gun owner, I oppose this bill. I want laws that make Iowas safer, including universal background checks, and both open carry and concealed carry subject to permit requirements that keep guns out of bars, courthouses, sporting events other than those specifically related to gun use, restaurants, schools and child care facilities, and the state house. Bottom line? No one needs to carry a loaded gun unless they are on a hunting trip. I dont want to see anyones guns take away, and I dont want anyone and everyone deciding they cart their guns hither and yonder just because they want to. Too many people die in this country because our gun laws are so lax. More guns everywhere just means more dead people because these gun carry folks see threats that simply are not there. Iowa lawmakers have a responsibility to put the safety and security of our communities first by rejecting this dangerous and radical bill. It is not only dangerous but highly irresponsible to ignore the statistics proving that background checks and permits to carry reduce gun violence, firearm suicide rates, and accidental gun deaths in children. Passing this bill does not prohibit responsible gun owners from owning guns but it will allow easy access to felons, domestic abusers, and those with mental illness to purchase handguns. As an Iowa community member and parent living in a gunowning household, I strongly oppose HSB 254. I urge you to ensure our public safety is maintained by continuing to require background checks and permits to carry concealed handguns in public places.

I am a mother and a supporter of the 2nd Amendment and I DO NOT support this bill. The 2nd Amendment is guaranteed in our Constitution, but even the Supreme Court has opined that it does not mean it is without limits. As the late Justice Scalia wrote in the Heller decision in 2008: "Nothing in our opinion should be taken to cast doubt on longstanding prohibitions on the possession of firearms by felons and the mentally ill, or laws forbidding the carrying of firearms in sensitive places such as schools ad government buildings, or laws imposing and qualifications on the commercial sale of arms."Justice Scalia also wrote that "it is not a right to keep and carry any weapon whatsoever and in any manner whatsoever for whatever purpose."Our current gun laws in Iowa are in place to protect Iowans and also lawabiding citizens who have the right to firearms. No one is trying to take anyone's guns here but rather keep them out of the hands of dangerous individuals. This bill will endanger Iowans and quite frankly, make our state a less safe place. That is not an opinion, but a statistical fact. I strongly urge you to oppose this bill.

When Connecticut passed a law requiring all handgun buyers to pass a background check at the point of sale and permit process, it was associated with a 40% reduction in the gun homicide rate and 15% reduction in gun suicides. When Missouri repealed its purchase permit law requiring background checks, the state experienced an up to 27% increase in firearm homicide rate and 16% increase in firearm suicide.

Any limitation, restriction, surveillance, or governance over this right is unconstitutional. A registry and/or database that tracks a citizen exercising one of their rights is one small step from confiscation of that right. History shows us time and again the danger of a government removing the rights of its citizens. Here is HOW this bill removes the requirement of BG check from private sale of handguns:Iowa has a law requiring a person to have a permit in order to buy a handgun, whether from a dealer or from an unlicensed seller. Getting a permit requires a background check, so essentially Iowa has a law requiring background checks for unlicensed handgun sales.This bill would replace that with language requiring a person to have a permit in order to buy a handgun from a dealer which means this bill is getting RID of the portion of the law that requires a permit/background check for unlicensed handgun sales.When Missouri repealed its purchase permit law requiring background checks, the state experienced an up to 27 percent increase in its firearm homicide rate. Parking Lot Language.As we continue to expand our republican majority in the Senate, this 2A issues remain unresolved.It great that SSB1232 would make Iowa the nineteenth Constitutional Carry state and would allow lawabiding Iowans the right to carry a firearm for selfdefense. But many of those same lawabiding Iowans have the threat of being fired by their employer for having a firearm in their PERSONAL VEHICLE that is setting in the parking lot. Eighteen states have Constitutional Carry legislation on the books over onethird of America. I wonder how many of those state leave their citizens in the endangered position of having to choose between being able to enjoy this right vs the risk of being fired. This addition issue needs to be added to this bill so that Iowans personal property rights are upheld and employers are not allowed to encroach upon them. I have been asking for this simple protection for the last 5 or 6 years. We had bills, what some call the Parking Lot Bill, back in 2017 and again in 2020 in the House, but Republicans were unwilling to proceed and they bowed at the feet of big business and allow them to continue to walk all over the individuals. All I want is my personal property rights upheld and employers not allowed to encroach upon them. An employer should not be able to dictate what an employee has in their personal vehicle period, end of discussion.It's not like we are asking for a bill that would allow me to carry while at work.If we can put into SSB1232 protection for renters from publicly subsidized landlords restricting renters 2A rights that will benefit only a small number of Iowans, there is absolutely no reason or justification why we cant protect thousands of employees and lawabiding citizens from intrusive employers with Parking Lot language. Dear Members of the Public Safety SubCommittee,The members of Iowa Gun Owners have waited for over a decade to see Constitutional Carry pass the Iowa House.In 2010, we flipped the Iowa House because House Democrats blocked this bill in 2009 and 2010. And weve held the line against Michael Bloomberg and the radical left every two years since then, only to see this bill crushed year after year.HSB 254 would make Iowa the nineteenth Constitutional Carry state and would allow law abiding Iowans the right to carry a firearm for selfdefense without having to pay expensive fees or add their name to a government database first!To be clear, in just the last two weeks, Utah and Montana have enacted this crucial legislation, the Indiana House passed it, and its about to receive committee action in Tennessee.Gungrabbers and the media tried to stop Shall Issue legislation here in Iowa over a decade ago, saying that passing it would lead to higher crime rates. They were wrong.Then they tried to block StandYourGround law in 2017, again claiming that giving Iowans the legal right to defend themselves in public would somehow lead to Iowans getting involved in crazy shootouts and vigilante justice. They were wrong about that, too.And so while I fully expect that the media, Bloombergfunded organizations, and leftist politicians will try to claim that expanding Iowans gun rights by passing Constitutional Carry will lead to violence, Iowans know that this is just another lie.Eighteen states have this legislation on the books over onethird of America and these are among the safest states in America!Its high time that the Iowa legislature make Iowa the nineteenth state! Gun owners have worked tirelessly to make it possible for the legislature to enact this legislation. Weve waited long enough.Please advance HSB 254 immediately and with no weakening amendments.

I am not a gun owner, but we let hunt on our land. I have always felt safer knowing we have good gun laws in Iowa. This is not a good gun law. The laws requiring background checks on all handgun sales and a permit to carry a concealed handgun are public safety standards that keep us safe from gun violence. This bill would make it easy for felons, domestic abusers, and people prohibited based on mental illness to buy handguns. It would also make it easy for any person to carry hidden, loaded handguns in public without a permit or safety training. In Cedar Rapids where I spend most of my time, there has already been a rise in crime from gun violence. There are many cases every year where people already having guns lead them in their unlocked cars and they get stolen. So they are helping out the criminals. We need to have safe gun laws. I also know that the money from permits are helpful to our state. Everyone that has a gun should be trained how to use it. Please vote no on this bill.

Please ask yourself: What was the intention of the Founding Fathers when they wrote the Second Amendment? When I read documents related to my family history in America that pre date the American Revolution I understand that they lived in a world where they faced the risk of encountering violent savages and realize that is not so different than the gang members and drug cartel members I have encountered in my career as a law enforcement officer. I realize both Democrats and Republicans tend to often want the same thing but have very different approaches regarding how to accomplish their goals particularly in regard to Public Safety. Over the course of my career I have seen a few laws like the 55 mph law written with the best of intentions, intended to save lives yet extremely unpopular because we as Americans value our freedoms our ability to make our own choices and we realize that comes with a certain level of risk. Clearly not everyone makes good choices, but that does not mean we want a society with such strict rules that we have no choices. Gun laws in particular are a hot topic because one side dreams of a world with no guns and no need for them and wants to create rules for everyone else to try to control their behavior. Unfortunately some of the most well intended legislation like Gun Free School Zones has made our children less safe because the original law failed to provide an exception for Law Enforcement Off Duty and QRLEO Retired currently Qualified Law Enforcement Officers. Iowa legislators addressed the issue for currently employed Off Duty Law Enforcement to be allowed to concealed carry. I do not believe it has been addressed for QRLEO Retired Police at this point and worse yet Iowa has no law that Requires the QRLEO ID Shall Issue or Show Cause and has no Agency with Oversight able to require the ID be issued to eligible former Law Enforcement officers as defined in Title 18 U.S. Code 926C. In fact me having been Honorably IPERS Retired as Iowa Code 29a56 Special Police, the Iowa Attorney Generals Office told me go get your ID from one of your Texas Law Enforcement Agencies. I asked them and I asked U.S. Dept. of Labor to issue my QRLEO ID based on Certified Service as a Federal Police Officer 79 to 81. In 2013 I also consulted the Iowa Law Enforcement Academy Director Arlen Ciechanowski who told me if State of Iowa doesn't want to issue my QRLEO ID the only option he sees is a Non Pro Carry Permit, and he goes on to tell me that should I be able to obtain my QRLEO ID from one of my Texas law enforcement agencies that I worked for ILEA would be happy to allow me to firearms qualify with other retired police. Now realize that an Iowa Non Pro permit cost money and expires after a few years. In fact I need to renew my permit this year within 30 days of its expiration. Naturally I am a little concerned that Covid 19 has changed the way many government offices do business. Personally I believe it would be helpful to me if we did pass Constitutional Carry, but I still see a benefit in possessing a Non Pro Carry Permit. And even when I had my Professional Carry Permit while working for State of Iowa it is a good thing that I maintained a Non Pro Carry Permit because there were a couple occasions when my immediate supervisor made errors in submitting the Professional Carry Permit paperwork to DPS in a timely manner allowing the Pro Permit to expire. So without at least the Non Pro Permit or Constitutional Carry which we don't have yet that would have created a problem. Yes the decisions you make do often effect Law Enforcement in ways you do not realize. I would like to point out to you specifically that when I was working full time as Iowa Code 29a56 Special Police as a State of Iowa employee being a former SWAT team member, and having been trained by State of Iowa in Advanced Law Enforcement Rapid Response to Active Shooters: It was illegal at that time for me to off duty concealed carry a firearm in a gun free school zone just to pick up my kids from their high school. That did not make the world a safer place. I really wish you would pass Constitutional Carry because the bad guys do not comply with any law only the good guys comply with the law so when you create no carry zones the people who would stand in harms way don't bring their guns but the bad guys do. More importantly I wish Iowa would get its act together and Require the QRLEO Retired Police ID "SHALL ISSUE or Show Cause" and grant OVERSIGHT ability to appeal any refusal to a non bias agency. There is no appeal process if you worked for someone who just says no for no reason. I also think it would be helpful to have DOT centrally issue all police ID cards like our driver license because that would reduce the risk of false ID's. Today every police ID from every agency looks different there is no common standard.

I am writing today to ask you to please oppose SSB1232 the Permitless Carry Bill which will abolish Iowas popular and effective handgun permit system and create a loophole that will allow the purchase and public carry of handguns without background checks and safety training.Yesterday I listened to the House Public Safety subcommittee testimony on this bill in which several proponents and lawmakers mentioned that nineteen other states have passed permitless carry.This morning I decided to take a deep dive into the gun violence statistics of those 19 states. If Iowa is considering adpoting a similar law, it only stands to reason to examine the state of gun safety and gun deaths in these states in comparison to those of Iowa.I have shared my reserach below with you and will offer this summary: The 19 states that have passed permitless carry have a gun death rate TWICE that of Iowas. I urge you to vote NO on this bill for the safety of Iowans. Source: https://maps.everytownresearch.org/everystatFirst up, a look at Iowa which is 43rd in the US in gun deaths per capita. (8.7 deaths per 100,000). Iowa is 38th in rate of gun suicides and 37th in gun injuries. Topping the list both alphabetically and statistically, Alaska has a gun death rate of 23.3 gun deaths per 100,000 highest in the US and 4 times higher than #Iowa. AK is also #5 in gun injuries (44.9 people injured per 100k.) and 3rd for gun suicides (6.7 per 100,000). If we want to keep Iowa safe, following AKs lead is not the way to do it. Arizona comes in at 19th in the US with a gun death rate of 15 deaths per 100,000. Arizona repealed their handgun permitting system in 2010 and was the location of the 2011 mass shooting at the Tuscon Safeway that took the lives of 6 people including Nelba MarquezGreen's 9 year old daughter Christina and permanently disabled Gabby GiffordsNext up is Arkansas with a gun death rate of 18.6 per 100K. Making it number 9 in gun deaths in the US. Black people in Arkansas are 7 times more likely to die of gun homicide than their white neighbors and gun deaths in their state have increased 34% since 2010. Permitless Carry was passed in 2013. Idaho is 17th in gun deaths per capita with 15.3 per 100k. Nearly 90% of gun deaths in Idaho are suicides. Research has shown that access to a firearm is the single greatest predictor of who will commit suicide. Like Iowa, Idahos population is largely white and rural two demographic groups statistically more likely to take their own lives with guns. With a rate one and a half times higher than that of Iowa, Kansas comes in at #22 in gun deaths per capita in the US (13.9 per 100,00). In Kansas, gun suicide and homicide are up 35% over the last 10 years. Permitless carry was passed in 2015. Kentucky comes in at the number 15 spot in the US with a gun death rate of 16.1 per 100k. KYs gun homicide rate increased an astonishing 63% over the last 10 years. As a result of their Permitless Carry law, Kentucky residents can carry loaded firearms in public with no background check or safety training. In Maine, the gun death rate is 10.4 per 100k and more than 40% of the states gun deaths take place in the rural areas of the state. Gun violence costs the state of Maine $979 million dollars a year and their state has seen a 50% increase in gun suicide since 2010.Mississippi has the third highest rate of gun deaths in the US with 21.6 deaths per 100k. Their gun homicide rate has increased an astonishing 85% over the last decade. Permitless carry was passed in 2016 and allows residents as young as 18 to carry loaded handguns in public without safety training. Our neighbor to the south, Missouri is 5th in the US in gun deaths per capita at 20.1 per 100k. MO, a state with Stand Your Ground + Strict Scrutiny + Permitless Carry has the highest rate of gun homicides for Black people in the entire country. In their state, gun homicides are up 61%. Permitless carry was passed in 2017. Montana is number 8 in the US for gun deaths per capita (19.4 per 100k) more than twice the rate of gun deaths in Iowa. In MT, another largely rural state like Iowa, suicides account for 85% of all gun deaths. The gun suicide rate in New Hampshire increased 26% over the last 10 years. Permitless carry was passed in 2017. Permits and background checks have been proven to keep guns out of the hands of people who may be considering harming themselves, people who have drug addictions and people who have been convicted of violent crimes. The North Dakota gun death rate is one and a half times greater than that of Iowa. (12.4 per 100k) ND is 47th in population but is 14th in the US in gun suicides per capita. Their overall gun death rate has increased 31% compared to a US average of 17% increase. Permitless carry passed in 2017. It allows private handgun sales with no background check. Oklahoma is 10th in the US in gun deaths per 100k (18.0). Oklahoma has seen a horrifying 81% increase in homicides over the last 10 years. Since the passage of Permitless Carry in OK, the number of people applying for permits has been cut in half meaning more people are purchasing firearms without safety training and carrying them in public. Neighbor South Dakota is 46th in US population but 17th in the US in gun suicide and has an overall gun death rate of 12.6 per 100k. Native Americans make up just 9% of the state yet they account for 36% of SDs gun homicides. Permitless carry makes it possible for firearms to be purchased with no background check.84.3% of all gun deaths in Utah are suicide, making it the 8th highest state in gun suicides in the US. (Iowa is 38th in gun suicide). Tragically 75% of all gun deaths among children & teens in UT are gun suicides. Vermont has a gun death rate of 10.9 per 100k. Like many other rural states, nearly 90% of all of VTs gun deaths are a result of suicide. Permitless carry in Vermont allows residents and nonresidents as young as 18 to carry loaded firearms in public with no safety training. Taking the number 13 spot is West Virginia, with 16.9 gun deaths per 100k. West Virginia passed Permitless carry in 2016 and has seen an absolutely astounding 78% increase in their gun homicide rate from 2010 to 2019. Permitless carry allows prohibited people to skip the background check on private gun sales. Wyoming, the USs least populous state is number 6th in overall gun deaths per capita with 19.9 deaths per 100k and leads the US in gun suicides. The states rate of gun deaths has increased 43% over the last 10 years. Permitless carry was passed in 2011. In summary, Permitless Carry is a dangerous and extreme demolition of strong and popular public safety laws. On average, the 19 states with permitless carry have a gun death rate nearly TWICE that of the state of Iowa. Abolishing permits allows prohibited purchasers to buy firearms without going through a background check and then carry them in public.

I am a retired public health and injury prevention researcher who is familiar with the issue of gun violence and the critical importance of gun safety laws to prevent deaths and injuries. I strongly oppose this antisafety legislation.The science is clear and compelling. Fewer gun safety laws in a state correlate with more gun violence. The human costs are high in terms of more frequent homicide, suicide, and accidental gunrelated injuries in the absence of gun safety laws. The economic costs of gun violence are also high. In addition, the majority of Iowans support gun safety laws, particularly background checks and gunfree public spaces. Support for this legislation requires rejection of the science, failure to heed public health warnings, failure to understand how public health and safety laws work, and ignoring the will of the majority of Iowans. Answer the following questions for Iowans: If you support this legislation and it gets passed, how do you expect us to keep guns out of the hands of people who would do violence? How do we protect our children in schools, our faithful in churches, and our workers in their workplace? How do we protect victims of domestic abuse from an escalation to fatal violence? How do we protect our police officers from armed suspects? How do we deal with the tragedy that is the epidemic of suicide among our youth, rural residents, and veterans? Why do you not see that your constitutional duty is first and foremost to protect life?

When I was in VietNam Governor Robert D. Ray sent me an Iowa storm Flag 3 feet x 5 feet to hang on my barracks wall! For that year that beautiful Flag with the Eagle clutching a banner that said " Our Liberties we Prize and our Rights we Will Maintain!" It gave me hope, it gave me comfort that Iowan's back home supported me over there! So, Legislators please tell me how I can protect my Country, My Home, My Family and TYRANNY in Government IF you TRY and take away the tools for me to do so? MY rights shall NOT be infringed!
