Meghan Malloy [Iowa Police Chiefs Association ]
The Iowa Police Chiefs Association is in support of this bill. This topic is one IPCA has talked about for the last few years. Bills were introduced in both chambers last year and had overwhelming bipartisan support; however, COVID19 necessitated a change in the General Assemblys priorities. We requested last years language on GiglioBrady be refiled for the 2021 session, and we thank the public safety committee for reintroducing this bill.HSB 117 addresses the stopgap need for law enforcement and GiglioBrady issues in the short term. IPCA requests an amendment to include the second piece of this issue: a proposed interim committee to identify needs and make recommendations for longterm solutions to the Legislature. In 2020, this committee was proposed, as well. IPCA believes this interim committee is necessary, otherwise the stopgap will end in 2022 with no longer term solutions identified.
