Charged with the responsibility for the network system design, the implementation of the component parts of the network, and all management, operations, control switching, diagnostics, and maintenance functions of Parts I and II of the network (except certain educational telecommunications applications under the authority of the Iowa Public Broadcasting Board and the scheduling and switching of educational materials carried by Parts II and III under the authority of the community colleges).
