In case any such memorial hall or building shall be a city hall, coliseum or auditorium, the mayor of such city may be an ex officio member of the commission heretofore provided for, in which case there shall be selected but four commissioners as otherwise provided, and such four, together with the mayor, shall constitute a commission of five.
