Sections 327A.1 to 327A.14 shall not apply to (1) transportation in bulk by vehicle having a total cargo tank shell capacity of two thousand gallons or less, (2) transportation by a distributor licensed under chapter 452A incidental to and in the regular course of the business as a distributor of petroleum products, or (3) reciprocal exchange between distributors licensed under chapter 452A of transportation pursuant to an exchange of products between distributors so licensed.
