Any political subdivision of the state of Iowa which engages or intends to engage in surface mining shall meet all requirements of sections 208.13 to 208.20 except the subdivision shall not be required to post bond or security on registered land. When a political subdivision engaging in surface mining violates any provision of this chapter or any rule adopted by the division pursuant to this chapter, the division shall notify the chief administrative officer or governing body of the subdivision. If after a reasonable time determined by the division, the subdivision has not commenced corrective measures approved by the division, the violation shall be referred to the committee. The chief administrative officer or governing body of the subdivision shall be notified in writing of the referral.
