Suspension or revocation of a license shall become effective thirty days after the mailing or service of notice to the licensee. When the division proposes to deny an application for renewal of a license and administrative proceedings relevant to the renewal application are pending or in progress on the date the license is to expire, the license shall remain in force until the proceedings have been completed if the licensee has paid the renewal fee. If the committee finds the license should not be renewed, the renewal fee shall be refunded and the license shall expire on the expiration date or thirty days after mailing or service of notice to the licensee, whichever is later.
