1 4 A Resolution requesting the Legislative Council to
1 5 create an interim study committee to examine options
1 6 for integrating technology to improve student
1 7 achievement.
1 8 WHEREAS, the General Assembly finds that technology has a
1 9 key role in revolutionizing the state's education system, and
1 10 the integration of technology into the school curriculum can
1 11 provide innovative learning opportunities to enrich a
1 12 student's learning experiences; and
1 13 WHEREAS, the state in recent years has focused state
1 14 resources on providing teachers and students with access to
1 15 technology for instruction and learning; and
1 16 WHEREAS, many Iowa schools are implementing technology
1 17 projects and updating technology in their classrooms,
1 18 including projects involving distance learning, virtual
1 19 learning, and laptop computers in the classroom; and
1 20 WHEREAS, technology offers this state a significant
1 21 opportunity to improve the performance of its schools and to
1 22 promote a wide range of high-quality educational options
1 23 utilizing technology for children enrolled in the public
1 24 schools of this state; NOW THEREFORE,
1 25 BE IT RESOLVED BY THE SENATE, That the Legislative Council
1 26 is requested to create an interim study committee to examine
1 27 options for integrating technology to improve elementary and
1 28 secondary education; and
1 29 BE IT FURTHER RESOLVED, That the interim study committee
1 30 membership shall include, but shall not be limited to, members
1 31 of the General Assembly; representatives from the education
1 32 community, including representatives from the Department of
1 33 Education, the area education agency system, local school
1 34 districts, and accredited nonpublic schools; and members of
1 35 the public, including members of the business community; and
2 1 BE IT FURTHER RESOLVED, That the committee's charge shall
2 2 be to discover and investigate examples of technology that is
2 3 being used to improve student instruction. The committee
2 4 shall examine the current use of technology in Iowa's
2 5 elementary and secondary classrooms, the use of technology in
2 6 classrooms throughout the country, and the costs and benefits
2 7 of its use. The committee shall review issues including, but
2 8 not limited to, the impact of technology on student
2 9 achievement, teacher and student training, economic
2 10 feasibility, equity, infrastructure needs, technical support,
2 11 funding options, curriculum delivery and articulation, and
2 12 classroom management. The interim study committee shall
2 13 develop a statewide strategy to integrate technology into the
2 14 classroom to provide innovative learning opportunities for all
2 15 of Iowa's students and shall submit its findings,
2 16 recommendations, and statewide strategy in a report to the
2 17 General Assembly by December 15, 2005.
