1 3 RESOLUTION BY CHAIRPERSON REHBERG)
1 4 A Concurrent Resolution urging the Congress of the
1 5 United States to enact the Housing Bond and Credit
1 6 Modernization and Fairness Act.
1 7 WHEREAS, housing development and home ownership are vital
1 8 to economic growth and improving the standard of living in
1 9 Iowa and across the United States; and
1 10 WHEREAS, first-time homebuyer and low-income housing tax
1 11 credit programs encourage private investment by low-income and
1 12 moderate-income families; and
1 13 WHEREAS, many residents of Iowa and the United States,
1 14 especially in rural areas, are unable to qualify for these
1 15 programs due to disparity in income; and
1 16 WHEREAS, the Housing Bond and Credit Modernization and
1 17 Fairness Act, which has been introduced in Congress as H.R.
1 18 284 and S. 595, would modernize and restore fairness to first-
1 19 time homebuyer and low-income housing tax credit programs to
1 20 enable those Iowans who would otherwise be unable to qualify
1 21 to receive assistance under these programs; NOW THEREFORE,
1 22 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 23 CONCURRING, That the General Assembly of the State of Iowa
1 24 urges the Congress of the United States to enact the Housing
1 25 Bond and Credit Modernization and Fairness Act; and
1 26 BE IT FURTHER RESOLVED, That the Secretary of the Senate
1 27 shall forward copies of this Resolution to the members of
1 28 Iowa's congressional delegation, to the presiding officers of
1 29 the Senate of the United States, and to the Speaker of the
1 30 House of Representatives of the United States.
