  1  1    Section 1.  Section 256.7, Code Supplement 2003, is amended
  1  2 by adding the following new subsection:
  1  3    NEW SUBSECTION.  26.  Adopt rules directing the school
  1  4 districts and area education agencies to submit annually data
  1  5 from the most recent school year detailing contract settlement
  1  6 increases for salaries and group health insurance plans
  1  7 provided under collective bargaining agreements negotiated
  1  8 pursuant to chapter 20.  The department shall compile the data
  1  9 in a report to be submitted by January 15 of each year to the
  1 10 chairpersons and ranking members of the house and senate
  1 11 standing committees on education and appropriations and of the
  1 12 joint appropriations subcommittee on education.
  1 13    Sec. 2.  Section 273.3, Code 2003, is amended by adding the
  1 14 following new subsection:
  1 15    NEW SUBSECTION.  23.  Submit annually data from the most
  1 16 recent school year to the department of education detailing
  1 17 contract settlement increases for salaries and group health
  1 18 insurance plans provided under collective bargaining
  1 19 agreements negotiated pursuant to chapter 20.
  1 20    Sec. 3.  Section 279.12, unnumbered paragraph 1, Code
  1 21 Supplement 2003, is amended to read as follows:
  1 22    The board shall carry into effect any instruction from the
  1 23 regular election upon matters within the control of the
  1 24 voters, and shall elect all teachers and make all contracts
  1 25 necessary or proper for exercising the powers granted and
  1 26 performing the duties required by law, and may establish and
  1 27 pay all or any part thereof from school district funds the
  1 28 cost of group health insurance plans, nonprofit group hospital
  1 29 service plans, nonprofit group medical service plans and group
  1 30 life insurance plans adopted by the board for the benefit of
  1 31 employees of the school district, but the board may authorize
  1 32 any subdirector to employ teachers for the school in the
  1 33 subdirector's subdistrict; but no such employment by a
  1 34 subdirector shall authorize a contract, the entire period of
  1 35 which is wholly beyond the subdirector's term of office.  The
  2  1 board shall submit annually data from the most recent school
  2  2 year to the department of education detailing contract
  2  3 settlement increases for salaries and group health insurance
  2  4 plans provided under collective bargaining agreements
  2  5 negotiated pursuant to chapter 20.  
  2  6                           EXPLANATION
  2  7    This bill requires the state board of education to adopt
  2  8 rules directing the school districts and area education
  2  9 agencies to submit annually data from the most recent school
  2 10 year detailing contract settlement increases for salaries and
  2 11 group health insurance plans provided under collective
  2 12 bargaining agreements.  The bill directs the department to
  2 13 compile the data in a report to be submitted each year to the
  2 14 chairpersons and ranking members of the house and senate
  2 15 standing committees on education and appropriation and the
  2 16 joint appropriations subcommittee on education.
  2 17    The bill also includes provisions directing the boards of
  2 18 directors of the school districts and area education agencies
  2 19 to submit the data to the department annually.
