1 1 Section 1. NEW SECTION. 216A.104 FAITH-BASED AND
1 2 COMMUNITY-BASED ORGANIZATIONS NETWORK.
1 3 1. The division shall designate each of the local
1 4 community action agencies to act as a liaison to faith-based
1 5 and community-based organizations in the service area of the
1 6 local agency.
1 7 2. The primary functions of a local community action
1 8 agency under this section are as follows:
1 9 a. To communicate with faith-based and community-based
1 10 organizations regarding the need for private community
1 11 services to benefit persons in need of assistance who would
1 12 otherwise require financial or other assistance under public
1 13 programs administered by state or local government.
1 14 b. To promote the involvement of faith-based and
1 15 community-based organizations in working to meet community
1 16 needs for assistance.
1 17 c. To coordinate efforts to promote involvement of faith-
1 18 based and community-based organizations in providing community
1 19 services with efforts similar to those of state agencies.
1 20 d. To promote cooperation and coordination among public
1 21 agencies and faith-based and community-based organizations.
1 22 e. To provide technical assistance to faith-based and
1 23 community-based organizations in writing grant applications,
1 24 training, mentoring, financial management, and obtaining not-
1 25 for-profit designations.
1 26 f. To provide a resource directory of services available
1 27 through state, local, and faith-based and community-based
1 28 organizations.
1 29 3. The division shall submit a report annually by January
1 30 15 to the governor and the general assembly regarding the
1 31 activities of the faith-based and community-based
1 32 organizations network provided for in this section.
1 33 EXPLANATION
1 34 This bill directs the division of community action agencies
1 35 of the department of human rights to designate each of the
2 1 local community action agencies to act as a liaison to faith-
2 2 based and community-based organizations in the service area of
2 3 the local agency.
2 4 The bill specifies that the primary functions of the local
2 5 community action agencies are to communicate with faith-based
2 6 and community-based organizations regarding the need for
2 7 private community services to benefit persons in need of
2 8 assistance; promote the involvement of faith-based and
2 9 community-based organizations to meet community needs for
2 10 assistance; coordinate efforts to promote involvement of
2 11 faith-based and community-based organizations in providing
2 12 community services; promote cooperation and coordination among
2 13 public agencies and faith-based and community-based
2 14 organizations; provide technical assistance to faith-based and
2 15 community-based organizations; and provide a resource
2 16 directory of services available through state, local, and
2 17 faith-based and community-based organizations.
2 18 The bill directs the division to submit an annual report by
2 19 January 15 to the governor and the general assembly regarding
2 20 the activities of the faith-based and community-based
2 21 organizations network.
