There is appropriated from the rebuild Iowa 1 5 infrastructure fund to the department of corrections for the 1 6 fiscal year beginning July 1, 2003, and ending June 30, 2004, 1 7 the following amount, or so much thereof as is necessary, to 1 8 be used for the purpose designated: 1 9 For costs of entering into a lease-purchase agreement to 1 10 connect the electrical system supporting the special needs 1 11 unit at Fort Madison: 1 12 .................................................. $ 333,168 1 13 DEPARTMENT OF CULTURAL AFFAIRS 1 14 Sec. 2. There is appropriated from the rebuild Iowa 1 15 infrastructure fund to the department of cultural affairs for 1 16 the fiscal year beginning July 1, 2003, and ending June 30, 1 17 2004, the following amounts, or so much thereof as is 1 18 necessary, to be used for the purposes designated: 1 19 1. For historical site preservation grants, to be used for 1 20 the restoration, preservation, and development of historical 1 21 sites: 1 22 .................................................. $ 830,000 1 23 Historical site preservation grants shall only be awarded 1 24 for projects which meet the definition of "vertical 1 25 infrastructure" in section 8.57, subsection 5, paragraph "c". 1 26 In making grants pursuant to this subsection, the 1 27 department shall consider the existence and amount of other 1 28 funds available to an applicant for the designated project. 1 29 Each grant awarded from moneys appropriated in this subsection 1 30 shall not exceed $100,000 per project. Not more than two 1 31 grants may be awarded in each county. 1 32 2. For continuation of the project recommended by the Iowa 1 33 battle flag advisory committee to stabilize the condition of 1 34 the battle flag collection, notwithstanding section 8.57, 1 35 subsection 5, paragraph "c": 2 1 .................................................. $ 150,000 2 2 3. There is appropriated from the rebuild Iowa 2 9 infrastructure fund to the department of economic development, 2 10 or the Iowa finance authority, as designated, for the fiscal 2 11 year beginning July 1, 2003, and ending June 30, 2004, the 2 12 following amounts, or so much thereof as is necessary, to be 2 13 used for the purposes designated: 2 14 1. To the department of economic development for deposit 2 15 in the local housing assistance program fund created in 2 16 section 15.354, or, if the housing trust fund is created 2 17 within the Iowa finance authority by the Eightieth General 2 18 Assembly, 2003 Session, to the Iowa finance authority for 2 19 deposit in the housing trust fund, notwithstanding section 2 20 8.57, subsection 5, paragraph "c": 2 21 .................................................. $ 800,000 2 22 2. There is appropriated from the rebuild Iowa 5 22 infrastructure fund to the state department of transportation 5 23 for the fiscal year beginning July 1, 2003, and ending June 5 24 30, 2004, the following amounts, or so much thereof as is 5 25 necessary, to be used for the purposes designated, 5 26 notwithstanding section 8.57, subsection 5, paragraph "c": 5 27 1. For the operation and maintenance of the network of 5 28 automated weather observation and data transfer systems 5 29 associated with the Iowa aviation weather system: 5 30 .................................................. $ 110,000 5 31 2. There is 6 3 appropriated from the rebuild Iowa infrastructure fund to the 6 4 state board of regents for the fiscal year beginning July 1, 6 5 2003, and ending June 30, 2004, the following amount, or so 6 6 much thereof as may be necessary, to be used for the purpose 6 7 designated: 6 8 For allocation by the state board of regents to the state 6 9 university of Iowa, the Iowa state university of science and 6 10 technology, and the university of northern Iowa to reimburse 6 11 the institutions for deficiencies in their operating funds 6 12 resulting from the pledging of tuitions, student fees and 6 13 charges, and institutional income to finance the cost of 6 14 providing academic and administrative buildings and facilities 6 15 and utility services at the institutions, notwithstanding 6 16 section 8.57, subsection 5, paragraph "c": 6 17 .................................................. $ 350,000 6 18 Sec. 13. REVERSION. Notwithstanding section 8.33, moneys 6 19 appropriated in this division of this Act shall not revert at 6 20 the close of the fiscal year for which they were appropriated 6 21 but shall remain available for the purposes designated until 6 22 the close of the fiscal year that begins July 1, 2006, or 6 23 until the project for which the appropriation was made is 6 24 completed, whichever is earlier. 6 25 Sec. 14. 2002 Iowa Acts, Second Extraordinary Session, 6 26 chapter 1001, section 6, is amended to read as follows: 6 27 SEC. 6. STATE BOARD OF REGENTS – ENGINEERING COMPLEX – 6 28 BONDING. 6 29 There is appropriated from the rebuild Iowa infrastructure 6 30 fund to the state board of regents for the fiscal year 6 31 beginning July 1, 2003, and ending June 30, 2004, the 6 32 following amount, or so much thereof as is necessary, to be 6 33 used for the purpose designated: 6 34 For repayment of the bonding for the phase II construction 6 35 of the engineering teaching and research complex at Iowa state 7 1 university of science and technology, as authorized in this 7 2 section: 7 3 .................................................. $7,000,0007 4 0 7 5 Moneys appropriated in this section are not subject to 7 6 transfer. 7 7 1. The state board of regents is authorized to issue bonds 7 8 as provided in chapter 262A in an amount not exceeding $7 7 9 million, except as provided in subsection 2, to undertake and 7 10 carry out completion of the engineering teaching and research 7 11 phase II construction at Iowa state university of science and 7 12 technology and to finance the remaining cost of the project. 7 13 2. Notwithstanding the limitation established in 7 14 subsection 1, the amount of bonds issued as authorized in 7 15 subsection 1 may be exceeded by the amount the state board of 7 16 regents determines to be necessary to capitalize interest, 7 17 bond reserves, and issuance costs. 7 18 Sec. 15. 1999 Iowa Acts, chapter 204, section 6, 7 19 unnumbered paragraph 2, as amended by 2000 Iowa Acts, chapter 7 20 1225, section 13, is amended to read as follows: 7 21 For planning, design, and construction of a new judicial 7 22 building: 7 23 FY 1999-2000...................................... $ 10,000,000 7 24 FY 2000-2001...................................... $ 8,000,000 7 25 Of the amount appropriated in this section for FY 2000- 7 26 2001, up to $400,000 may be used by the judicial branch for 7 27 costs associated with operation of the judicial building, 7 28 notwithstanding section 8.57, subsection 5, paragraph "c". 7 29 DIVISION II 7 30 ENVIRONMENT FIRST FUND 7 31 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 7 32 Sec. 16. There is appropriated from the environment first 7 33 fund to the department of agriculture and land stewardship for 7 34 the fiscal year beginning July 1, 2003, and ending June 30, 7 35 2004, the following amounts, or so much thereof as is 8 1 necessary, to be used for the purposes designated: 8 2 1. For the conservation reserve enhancement program to 8 3 restore and construct wetlands for the purposes of 8 4 intercepting tile line runoff, reducing nutrient loss, 8 5 improving water quality, and enhancing agricultural production 8 6 practices: 8 7 .................................................. $ 1,500,000 8 8 2. For continuation of a program that provides multi- 8 9 objective resource protections for flood control, water 8 10 quality, erosion control, and natural resource conservation: 8 11 .................................................. $ 2,700,000 8 12 3. For continuation of a statewide voluntary farm 8 13 management demonstration program to demonstrate the 8 14 effectiveness and adaptability of emerging practices in 8 15 agronomy that protect water resources and provide other 8 16 environmental benefits: 8 17 .................................................. $ 850,000 8 18 4. For deposit in the alternative drainage system 8 19 assistance fund created in section 460.303 to be used for 8 20 purposes of supporting the alternative drainage system 8 21 assistance program as provided in section 460.304: 8 22 .................................................. $ 500,000 8 23 5. To provide financial assistance for the establishment 8 24 of permanent soil and water conservation practices: 8 25 .................................................. $ 5,500,000 8 26 a. Not more than 5 percent of the moneys appropriated in 8 27 this subsection may be allocated for cost-sharing to abate 8 28 complaints filed under section 161A.47. 8 29 b. Of the moneys appropriated in this subsection, 5 8 30 percent shall be allocated for financial incentives to 8 31 establish practices to protect watersheds above publicly owned 8 32 lakes of the state from soil erosion and sediment as provided 8 33 in section 161A.73. 8 34 c. Not more than 30 percent of a district's allocation of 8 35 moneys as financial incentives may be provided for the purpose 9 1 of establishing management practices to control soil erosion 9 2 on land that is row-cropped, including but not limited to no- 9 3 till planting, ridge-till planting, contouring, and contour 9 4 strip-cropping as provided in section 161A.73. 9 5 d. The state soil conservation committee created in 9 6 section 161A.4 may allocate moneys appropriated in this 9 7 subsection to conduct research and demonstration projects to 9 8 promote conservation tillage and nonpoint source pollution 9 9 control practices. 9 10 e. The financial incentive payments may be used in 9 11 combination with department of natural resources moneys. 9 12 6. To encourage and assist farmers in enrolling in the 9 13 continuous sign-up federal conservation reserve program and 9 14 work with them to enhance their revegetation efforts to 9 15 improve water quality and habitat: 9 16 .................................................. $ 2,000,000 9 17 7. For deposit in the loess hills development and 9 18 conservation fund created in section 161D.2: 9 19 .................................................. $ 600,000 9 20 Of the amount appropriated in this subsection, $400,000 9 21 shall be allocated to the hungry canyons account and $200,000 9 22 shall be allocated to the loess hills alliance account, to be 9 23 used for the purposes for which the moneys in those accounts 9 24 are authorized to be used under chapter 161D. 9 25 No more than five percent of the moneys appropriated in 9 26 this subsection may be used for administrative costs. 9 27 8. For deposit in the southern Iowa development and 9 28 conservation fund created in section 161D.12: 9 29 .................................................. $ 300,000 9 30 No more than five percent of the moneys appropriated in 9 31 this subsection may be used for administrative costs. 9 32 DEPARTMENT OF ECONOMIC DEVELOPMENT 9 33 Sec. 17. There is appropriated from the environment first 9 34 fund to the department of economic development for the fiscal 9 35 year beginning July 1, 2003, and ending June 30, 2004, the 10 1 following amount or so much thereof as necessary to be used 10 2 for the purpose designated: 10 3 For deposit in the brownfield redevelopment fund created in 10 4 section 15.293 to provide assistance under the brownfield 10 5 redevelopment program: 10 6 .................................................. $ 500,000 10 7 DEPARTMENT OF NATURAL RESOURCES 10 8 Sec. 18. There is appropriated from the environment first 10 9 fund to the department of natural resources for the fiscal 10 10 year beginning July 1, 2003, and ending June 30, 2004, the 10 11 following amounts, or so much thereof as is necessary, to be 10 12 used for the purposes designated: 10 13 1. To provide local watershed managers with geographic 10 14 information system data for their use in developing, 10 15 monitoring, and displaying results of their watershed work: 10 16 .................................................. $ 195,000 10 17 2. For statewide coordination of volunteer efforts under 10 18 the water quality and keepers of the land programs: 10 19 .................................................. $ 100,000 10 20 3. For continuing the establishment and operation of water 10 21 quality monitoring stations: 10 22 .................................................. $ 2,955,000 10 23 4. For the dredging of lakes, including necessary 10 30 preparation for dredging, in accordance with the department's 10 31 classification of Iowa lakes restoration report: 10 32 .................................................. $ 1,000,000 10 33 It is the intent of the general assembly that the 10 34 department shall consider the following criteria for funding 10 35 lake dredging projects as provided in this subsection, and 11 1 shall prioritize projects based on the following: 11 2 (1) Documented efforts to address watershed protection, 11 3 considering testing, conservation efforts, and amount of time 11 4 devoted to watershed protection. 11 5 (2) Protection of a natural resource and natural habitat. 11 6 (3) Percentage of public access and undeveloped lakefront 11 7 property. 11 8 (4) Continuation of current projects partially funded by 11 9 state resources to achieve department recommendations. 11 10 7. For purposes of funding capital projects for the 11 11 purposes specified in section 452A.79, and for expenditures 11 12 for the local cost share grants to be used for capital 11 13 expenditures to local governmental units for boating 11 14 accessibility: 11 15 .................................................. $ 2,300,000 11 16 8. For regular maintenance of state parks and staff time 11 17 associated with these activities: 11 18 .................................................. $ 2,000,000 11 19 RESOURCES ENHANCEMENT AND PROTECTION FUND 11 20 Sec. 19. Notwithstanding the amount of the standing 11 21 appropriation from the general fund of the state under section 11 22 455A.18, subsection 3, there is appropriated from the 11 23 environment first fund to the Iowa resources enhancement and 11 24 protection fund, in lieu of the appropriation made in section 11 25 455A.18, for the fiscal year beginning July 1, 2003, and 11 26 ending June 30, 2004, the following amount, to be allocated as 11 27 provided in section 455A.19: 11 28 .................................................. $ 11,000,000 11 29 Sec. 20. REVERSION. 11 30 1. Except as provided in subsection 2, and notwithstanding 11 31 section 8.33, moneys appropriated in this division of this Act 11 32 that remain unencumbered or unobligated shall not revert at 11 33 the close of the fiscal year for which they were appropriated 11 34 but shall remain available for the purposes designated until 11 35 the close of the fiscal year beginning July 1, 2004, or until 12 1 the project for which the appropriation was made is completed, 12 2 whichever is earlier. 12 3 2. Notwithstanding section 8.33, moneys appropriated in 12 4 this division of this Act to the department of agriculture and 12 5 land stewardship to provide financial assistance for the 12 6 establishment of permanent soil and water conservation 12 7 practices that remain unencumbered or unobligated at the close 12 8 of the fiscal year shall not revert but shall remain available 12 9 for expenditure for the purposes designated until the close of 12 10 the fiscal year that begins July 1, 2006. 12 11 DIVISION III 12 12 TOBACCO SETTLEMENT TRUST FUND 12 13 Sec. 21. There is appropriated from the tax-exempt bond 12 14 proceeds restricted capital funds account of the tobacco 12 15 settlement trust fund to the following departments and 12 16 agencies for the fiscal year beginning July 1, 2003, and 12 17 ending June 30, 2004, the following amounts, or so much 12 18 thereof as is necessary, to be used for the purposes 12 19 designated: 12 20 1. For vertical infrastructure improvements at the 14 21 commercial air service airports within the state: 14 22 .................................................. $ 1,100,000 14 23 One-half of the funds appropriated in this paragraph "a" 14 24 shall be allocated equally between each commercial service 14 25 airport, 40 percent of the funds shall be allocated based on 14 26 the percentage that the number of enplaned passengers at each 14 27 commercial service airport bears to the total number of 14 28 enplaned passengers in the state during the previous fiscal 14 29 year, and 10 percent of the funds shall be allocated based on 14 30 the percentage that the air cargo tonnage at each commercial 14 31 service airport bears to the total air cargo tonnage in the 14 32 state during the previous fiscal year. In order for a 14 33 commercial service airport to receive funding under this 14 34 paragraph "a", the airport shall be required to submit 14 35 applications for funding of specific projects to the 15 1 department for approval by the state transportation 15 2 commission. 15 3 b. For a vertical infrastructure improvement grant program 15 4 for improvements at general aviation airports within the 15 5 state: 15 6 .................................................. $ 581,400 15 7 c. For acquiring, constructing, and improving recreational 15 8 trails within the state: 15 9 .................................................. $ 1,000,000 15 10 Of the amount appropriated in this paragraph "c", $500,000 15 11 shall be used for funding, on a matching basis, recreational 15 12 trail projects, with priority given to completion of trail 15 13 connections and sections between existing trails and parks 15 14 within the established state recreational trails system. Such 15 15 projects shall be matched by $1 of private or other funds for 15 16 each $3 of state funds. 15 17 10. OFFICE OF TREASURER OF STATE 15 18 For county fair infrastructure improvements for 15 19 distribution in accordance with chapter 174 to qualified fairs 15 20 which belong to the association of Iowa fairs: 15 21 .................................................. $ 1,060,000 15 22 11. TAX-EXEMPT STATUS – USE OF APPROPRIATIONS. Payment 15 23 of moneys from the appropriations in this section shall be 15 24 made in a manner that does not adversely affect the tax-exempt 15 25 status of any outstanding bonds issued by the tobacco 15 26 settlement authority. 15 27 12. REVERSION. Notwithstanding section 8.33, moneys 15 28 appropriated in this section shall not revert at the close of 15 29 the fiscal year for which they were appropriated but shall 15 30 remain available for the purposes designated until the close 15 31 of the fiscal year that begins July 1, 2006, or until the 15 32 project for which the appropriation was made is completed, 15 33 whichever is earlier. 15 34 Sec. 22. DEPARTMENT OF CORRECTIONS – USE OF 15 35 APPROPRIATIONS – REVERSION. 16 1 1. There is appropriated from the tax-exempt bond proceeds 16 2 restricted capital funds account of the tobacco settlement 16 3 trust fund to the department of corrections for the fiscal 16 4 period beginning July 1, 2003, and ending June 30, 2006, the 16 5 following amounts, or so much thereof as is necessary, to be 16 6 used for the purpose designated: 16 7 For construction of a 170-bed facility at the Iowa medical 16 8 and classification center at Oakdale: 16 9 FY 2003-2004 ..................................... $ 7,500,000 16 10 FY 2004-2005 ..................................... $ 11,700,000 16 11 FY 2005-2006 ..................................... $ 11,700,000 16 12 2. Payment of moneys from the appropriations in this 16 13 section shall be made in a manner that does not adversely 16 14 affect the tax-exempt status of any outstanding bonds issued 16 15 by the tobacco settlement authority. 16 16 3. Notwithstanding section 8.33, moneys appropriated in 16 17 this section shall not revert at the close of the fiscal year 16 18 for which they were appropriated, but shall remain available 16 19 for the purpose designated until the close of the fiscal year 16 20 that begins July 1, 2008, or until the project for which the 16 21 appropriation was made is completed, whichever is earlier. 16 22 Sec. 23. PAYMENTS IN LIEU OF TUITION. There is 16 23 appropriated from the tax-exempt bond proceeds restricted 16 24 capital funds account of the tobacco settlement trust fund of 16 25 the state to the state board of regents for the fiscal year 16 26 beginning July 1, 2003, and ending June 30, 2004, the 16 27 following amount, or so much thereof as may be necessary, to 16 28 be used for the purpose designated: 16 29 For allocation by the state board of regents to the state 16 30 university of Iowa, the Iowa state university of science and 16 31 technology, and the university of northern Iowa to reimburse 16 32 the institutions for deficiencies in their operating funds 16 33 resulting from the pledging of tuitions, student fees and 16 34 charges, and institutional income to finance the cost of 16 35 providing academic and administrative buildings and facilities 17 1 and utility services at the institutions, notwithstanding 17 2 section 12E.12, subsection 1, paragraph "b", subparagraph (1): 17 3 .................................................. $ 10,610,409 17 4 Sec. 24. TOBACCO MASTER SETTLEMENT AGREEMENT LITIGATION 17 5 FEES. There is appropriated from the tax-exempt bond proceeds 17 6 restricted capital funds account of the tobacco settlement 17 7 trust fund to the treasurer of state for the fiscal year 17 8 beginning July 1, 2003, and ending June 30, 2004, the 17 9 following amount, or so much thereof as is necessary, to be 17 10 used for the purpose designated: 17 11 For payment of litigation fees incurred pursuant to the 17 12 tobacco master settlement agreement: 17 13 .................................................. $ 700,000 17 14 Sec. 25. IOWA COMMUNICATIONS NETWORK DEBT SERVICE. There 17 15 is appropriated from the tax-exempt bond proceeds restricted 17 16 capital funds account of the tobacco settlement trust fund to 17 17 the treasurer of state for the fiscal year beginning July 1, 17 18 2003, and ending June 30, 2004, the following amount, or so 17 19 much thereof as is necessary, to be used for the purpose 17 20 designated: 17 21 For debt service for the Iowa communications network, 17 22 notwithstanding section 12E.12, subsection 1, paragraph "b", 17 23 subparagraph (1): 17 24 .................................................. $ 13,039,378 17 25 Funds appropriated in this section shall be deposited in a 17 26 separate fund established in the office of the treasurer of 17 27 state to be used solely for debt service for the Iowa 17 28 communications network. The Iowa telecommunications and 17 29 technology commission shall certify to the treasurer of state 17 30 when a debt service payment is due, and upon receipt of the 17 31 certification, the treasurer shall make the payment. The 17 32 commission shall pay any additional amount due from funds 17 33 deposited in the Iowa communications network fund. 17 34 Sec. 26. PRISON DEBT SERVICE. There is appropriated from 17 35 the tax-exempt bond proceeds restricted capital funds account 18 1 of the tobacco settlement trust fund to the treasurer of state 18 2 for the fiscal year beginning July 1, 2003, and ending June 18 3 30, 2004, the following amount, or so much thereof as is 18 4 necessary, to be used for the purpose designated: 18 5 For repayment of prison infrastructure bonds under section 18 6 16.177, notwithstanding section 12E.12, subsection 1, 18 7 paragraph "b", subparagraph (1): 18 8 .................................................. $ 5,411,986 18 9 DIVISION IV 18 10 CAPITOL COMPLEX PARKING STRUCTURE 18 11 Sec. 27. NEW SECTION. 18A.8 CAPITOL COMPLEX PARKING 18 12 STRUCTURE REVOLVING FUND. 18 13 A capitol complex parking structure revolving fund is 18 14 created in the state treasury. The capitol complex parking 18 15 structure revolving fund shall be administered by the 18 16 department of general services and shall consist of moneys 18 17 collected by the department as parking fees, moneys 18 18 appropriated to the fund by the general assembly, and any 18 19 other moneys obtained or accepted by the department for 18 20 deposit in the revolving fund. The proceeds of the revolving 18 21 fund are appropriated to and shall be used by the department 18 22 for costs associated with the management, operation, and 18 23 maintenance of the capitol complex parking structure located 18 24 at the intersection of Pennsylvania and Grand avenues in Des 18 25 Moines. The department shall submit an annual report not 18 26 later than January 31 to the members of the general assembly 18 27 and the legislative fiscal bureau, of the activities funded by 18 28 and expenditures made from the revolving fund during the 18 29 preceding fiscal year. Section 8.33 does not apply to any 18 30 moneys in the revolving fund and, notwithstanding section 18 31 12C.7, subsection 2, earnings or interest on moneys deposited 18 32 in the revolving fund shall be credited to the revolving fund. 18 33 Sec. 28. CAPITOL COMPLEX PARKING STRUCTURE MANAGEMENT – 18 34 REQUEST FOR PROPOSALS. The department of general services, or 18 35 any successor agency, shall issue a request for proposals for 19 1 the management, operation, and maintenance of the state-owned 19 2 parking structure located at the intersection of Pennsylvania 19 3 and Grand avenues in Des Moines. The request for proposals 19 4 shall include all of the following services: 19 5 1. The collection of parking fees and administration of 19 6 parking permits. 19 7 2. Daily janitorial maintenance and necessary annual 19 8 maintenance, pursuant to standards outlined in the parking 19 9 garage maintenance manual published by the parking consultants 19 10 council of the national parking association. 19 11 3. Long-term structural maintenance. 19 12 Awarding of a contract for the management, operation, and 19 13 maintenance of the parking structure is subject to approval by 19 14 the general assembly. 19 15 Sec. 29. CAPITOL COMPLEX PARKING STRUCTURE – PARKING 19 16 FEES. The department of general services, or any successor 19 17 agency, shall establish reasonable parking fees for the public 19 18 and for state employees for the use of the state-owned parking 19 19 structure located at the intersection of Pennsylvania and 19 20 Grand avenues in Des Moines. Such fees shall be deposited in 19 21 the capitol complex parking structure revolving fund created 19 22 in section 18A.8, as enacted by this Act. 19 23 EXPLANATION 19 24 This bill makes appropriations for fiscal year 2003-2004 19 25 from the rebuild Iowa infrastructure fund, environment first 19 26 fund, and the tax-exempt bond proceeds restricted capital 19 27 funds account of the tobacco settlement trust fund for various 19 28 capital and other projects. Appropriations from the rebuild 19 29 Iowa infrastructure fund include projects for the departments 19 30 of corrections, cultural affairs, economic development, 19 31 education, general services, information technology, public 19 32 defense, public safety, and transportation, and the Iowa 19 33 telecommunications and technology commission and the state 19 34 commissioner of elections, and to the state board of regents 19 35 for tuition replacement. 20 1 The bill also strikes an appropriation in 2002 Iowa Acts, 20 2 Second Extraordinary Session, chapter 1001, from the rebuild 20 3 Iowa infrastructure fund to the state board of regents for the 20 4 fiscal year 2003-2004 for repayment of the bonding authorized 20 5 in that Act for the phase II construction of the engineering 20 6 teaching and research complex at Iowa state university of 20 7 science and technology. This provision is effective upon 20 8 enactment. 20 9 The bill amends an FY 2000-2001 appropriation from the 20 10 rebuild Iowa infrastructure fund to the judicial branch for 20 11 construction of the judicial building to allow up to $400,000 20 12 to be used for costs associated with operation of the 20 13 building. 20 14 The bill appropriates funds from the environment first fund 20 15 to the departments of agriculture and land stewardship, 20 16 economic development, and natural resources. The bill 20 17 appropriates $11 million from the environment first fund to 20 18 the resources enhancement and protection fund in lieu of the 20 19 $20 million appropriated by statute from the general fund of 20 20 the state. 20 21 The bill makes appropriations from the tax-exempt bond 20 22 proceeds restricted capital funds account of the tobacco 20 23 settlement trust fund for projects for the departments of 20 24 corrections, economic development, education, general 20 25 services, information technology, natural resources, public 20 26 defense, public safety, and transportation, and for the Iowa 20 27 state fair authority and the office of treasurer of state. 20 28 The bill also appropriates funds from the tax-exempt bond 20 29 proceeds restricted capital funds account of the tobacco 20 30 settlement trust fund to the state board of regents for 20 31 tuition replacement and to the treasurer of state for tobacco 20 32 master settlement agreement litigation fees, debt service for 20 33 the Iowa communications network, and repayment of prison 20 34 infrastructure bonds. 20 35 The bill creates a capitol complex parking structure 21 1 revolving fund to be administered by the department of general 21 2 services. The fund is to consist of moneys collected by the 21 3 department as parking fees, which are to be established by the 21 4 department for public and state employee use of the parking 21 5 structure, in addition to any moneys appropriated to the fund 21 6 by the general assembly and any other moneys obtained for 21 7 deposit in the fund. The moneys in the fund are appropriated 21 8 to the department for costs associated with the management, 21 9 operation, and maintenance of the parking structure. The 21 10 department is to submit an annual report to the general 21 11 assembly and the legislative fiscal bureau of the activities 21 12 funded by and expenditures made from the revolving fund during 21 13 the preceding fiscal year. 21 14 In addition, the bill directs the department of general 21 15 services to issue a request for proposals for the management, 21 16 operation, and maintenance of the state-owned parking 21 17 structure. The request for proposals is to include the 21 18 collection of parking fees and administration of parking 21 19 permits, daily janitorial maintenance and necessary annual 21 20 maintenance, and long-term structural maintenance.
