Senate Study Bill 1201

  1  1    Section 1.  PLANNING GROUP ESTABLISHED.
  1  2    1.  A planning group is established to gather information
  1  3 and make recommendations for restructuring or consolidating
  1  4 the department of human services and the Iowa department of
  1  5 public health for the purpose of creating a more efficient,
  1  6 effective, and results-oriented organizational structure.  The
  1  7 plan shall provide for the restructuring or consolidation
  1  8 activities to commence immediately upon enactment of
  1  9 authorizing legislation by the Eightieth General Assembly,
  1 10 2004 Regular Session, and for the activities to be completed
  1 11 by June 30, 2005.  The plan may provide for any individual
  1 12 unit of either department to be shifted to another appropriate
  1 13 state agency rather than remaining within the current
  1 14 administrative structure.  Staff support for the planning
  1 15 group shall be provided by the two departments.  In addition,
  1 16 the planning group shall solicit technical assistance and
  1 17 grants from national organizations such as the council of
  1 18 state governments and the national conference of state
  1 19 legislatures and from foundations that support government
  1 20 implementation of results-based approaches.  The planning
  1 21 group's report and plan shall be submitted to the governor and
  1 22 general assembly on or before December 15, 2003.
  1 23    2.  The restructuring or consolidation plan shall be
  1 24 designed to achieve the following goals:
  1 25    a.  Provide for more effective delivery of services to
  1 26 service consumers.
  1 27    b.  Create financial efficiencies in administration of
  1 28 programs.
  1 29    c.  Create more accountability.
  1 30    3.  The membership of the planning group shall be as
  1 31 follows:
  1 32    a.  The directors of the two departments.
  1 33    b.  A member of the Iowa empowerment board appointed by
  1 34 that board.
  1 35    c.  A member of the state board of health appointed by the
  2  1 governor.
  2  2    d.  A member of the council on human services appointed by
  2  3 the governor.
  2  4    e.  A representative of banking or another industry in this
  2  5 state that has experienced significant reorganization or
  2  6 restructuring, appointed by the legislative council.
  2  7    f.  The chief executive officer of a united way
  2  8 organization located in Iowa appointed by the legislative
  2  9 council.
  2 10    g.  The president of an Iowa resource center for nonprofit
  2 11 organizations appointed by the state board of regents.
  2 12    h.  The president of the university of northern Iowa.
  2 13    i.  The president of the largest private employer in the
  2 14 state or the president's designee, appointed by the
  2 15 legislative council.
  2 16    j.  An individual retired as president of the state's
  2 17 largest private health insurer who has served as mayor of
  2 18 Iowa's largest city, designated by the governor to serve as
  2 19 honorary chairperson.
  2 20    k.  A citizen appointed by the governor.
  2 21    l.  A certified public accountant nominated by the Iowa
  2 22 society of public accountants and appointed by the auditor of
  2 23 state.
  2 24    m.  A leader in county public health programs nominated by
  2 25 the Iowa public health association and appointed by the
  2 26 governor.
  2 27    n.  A leader in county human services programs nominated by
  2 28 the Iowa state association of counties and appointed by the
  2 29 governor.
  2 30    o.  Two members of the senate to serve as ex officio,
  2 31 nonvoting members, with one member each appointed by the
  2 32 majority leader and the minority leader of the senate.
  2 33    p.  Two members of the house of representatives to serve as
  2 34 ex officio, nonvoting members, with one member each appointed
  2 35 by the speaker of the house and the house minority leader.
  3  1    q.  An individual affiliated with a major university public
  3  2 or business administration program appointed by the governor
  3  3 to serve as chairperson.
  3  4    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  3  5 immediate importance, takes effect upon enactment.  
  3  6                           EXPLANATION
  3  7    This bill establishes a planning group for restructuring or
  3  8 consolidating the departments of human services and public
  3  9 health.  The group is directed to develop a plan for
  3 10 submission to the governor and general assembly by December
  3 11 15, 2003.  The plan is to provide for the restructuring or
  3 12 consolidation activities to commence effective upon enactment
  3 13 of authorizing legislation during the 2004 Legislative Session
  3 14 and for the activities to be completed by June 30, 2005.
  3 15    The plan is to be designed to achieve certain goals
  3 16 specified in the bill.
  3 17    Various individuals affiliated with public and private
  3 18 organizations in the state are to be appointed to the planning
  3 19 group.
  3 20    The bill takes effect upon enactment.
