1 3 CHAIRPERSON BEHN)
1 4 A Concurrent Resolution requesting that the United
1 5 States Congress immediately enact the Transparency
1 6 for Independent Livestock Producers Act, in order to
1 7 provide independent producers a guaranteed share in
1 8 the marketplace by making improvements to the
1 9 mandatory price reporting system, as provided in
1 10 Senate Bill 325 introduced by the Honorable Senator
1 11 Charles E. Grassley of Iowa.
1 12 WHEREAS, the production and processing of livestock
1 13 represent a key component of this nation's food security,
1 14 welfare, and prosperity by providing an abundant supply of
1 15 value-added products upon which this nation depends; and
1 16 WHEREAS, this nation's traditional system of marketing
1 17 livestock is dependent upon the independence and vitality of
1 18 livestock producers who are increasingly losing the
1 19 opportunity to market their own livestock during profitable
1 20 cycles in live meat markets due to the widespread
1 21 consolidation and concentration in the meatpacking industry,
1 22 and the trend among packers toward vertical integration; and
1 23 WHEREAS, the Honorable Senator Charles E. Grassley of Iowa
1 24 has continued to fight for the benefit of family farmers and
1 25 ranchers, by introducing the Transparency for Independent
1 26 Livestock Producers Act as provided in Senate Bill 325 which
1 27 amends the federal Agricultural Marketing Act of 1946 to
1 28 increase competition and transparency among packers that
1 29 purchase livestock from independent producers; and
1 30 WHEREAS, the Transparency for Independent Livestock
1 31 Producers Act would assist independent producers to receive a
1 32 fair price for livestock by making improvements to the federal
1 33 mandatory price reporting system; and
1 34 WHEREAS, by requiring that at least 25 percent of a
1 35 packer's daily kill derive from purchases made by spot market
2 1 purchases, the Transparency for Independent Livestock
2 2 Producers Act would help ensure that the federal mandatory
2 3 livestock reporting system would be able to provide consistent
2 4 and reliable data regarding livestock being purchased from the
2 5 spot market and thereby improve the accuracy and transparency
2 6 of daily prices; and
2 7 WHEREAS, by requiring that at least 25 percent of a
2 8 packer's daily kill derive from purchases made by spot market
2 9 purchases, the Transparency for Independent Livestock
2 10 Producers Act would assure that independent livestock
2 11 producers have a competitive position to the need of packers
2 12 to satisfy the 25 percent spot market requirement; NOW
2 13 THEREFORE,
2 14 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
2 15 CONCURRING, That the United States Congress is urged to
2 16 immediately enact the Transparency for Independent Livestock
2 17 Producers Act, in order to provide independent producers a
2 18 guaranteed share in the marketplace by making improvements to
2 19 the mandatory price reporting system, as provided in Senate
2 20 Bill 325 introduced by the Honorable Senator Charles E.
2 21 Grassley of Iowa; and
2 22 BE IT FURTHER RESOLVED, That a copy of this resolution be
2 23 sent by the Secretary of the Senate to the Honorable Senator
2 24 Charles E. Grassley and the Honorable Senator Tom Harkin,
2 25 together with Iowa's congressional delegation in the House of
2 26 Representatives; and
2 27 BE IT FURTHER RESOLVED, That a copy of this resolution be
2 28 sent to the President of the Senate of the United States; the
2 29 Speaker of the House of Representatives of the United States;
2 30 the Chair of the United States Senate Committee on
2 31 Agriculture, Nutrition, and Forestry; and the Chair of the
2 32 United States House of Representatives Committee on
2 33 Agriculture; and
2 34 BE IT FURTHER RESOLVED, That a copy of this resolution be
2 35 sent to the President of the United States; the Secretary of
3 1 Agriculture, United States Department of Agriculture; and the
3 2 Administrator of the Grain Inspection, Packers and Stockyards
3 3 Administration, United States Department of Agriculture.
