  1  1    Section 1.  NEW SECTION.  15.381  TITLE.
  1  2    This part shall be known as the "Site Development Permit
  1  3 Assistance Program".
  1  4    Sec. 2.  NEW SECTION.  15.382  SITE DEVELOPMENT PERMIT
  1  5 ASSISTANCE.
  1  6    1.  The department shall develop and maintain an easily
  1  7 accessible database that includes information regarding all
  1  8 state licenses, permits, and approvals that may be required to
  1  9 be obtained by a business or industry for site development.
  1 10 The database shall include a categorization of licenses,
  1 11 permits, and approvals related to the type of business or
  1 12 industry involved.
  1 13    2.  The department shall develop various permit assistance
  1 14 packages designed to assist different types of businesses and
  1 15 industries in identifying the relevant state licenses,
  1 16 permits, and approvals necessary for site development.  The
  1 17 packages shall include, but not be limited to, all of the
  1 18 following:
  1 19    a.  A checklist of possible licenses, permits, and
  1 20 approvals designed to provide contact information and assist
  1 21 the user in a determination of relevancy.
  1 22    b.  Supplemental information regarding the various types of
  1 23 licenses, permits, and approvals.
  1 24    c.  License, permit, and approval applications with any
  1 25 relevant instructions.
  1 26    3.  The department shall develop a process for coordinating
  1 27 the application process for state licenses, permits, and
  1 28 approvals for complex business project site development.  The
  1 29 process shall include the facilitation of a preapplication
  1 30 conference between the relevant state agencies, the relevant
  1 31 local governmental entities, the business or industry seeking
  1 32 to develop a site, and any other relevant entities.
  1 33    Sec. 3.  NEW SECTION.  15.383  CITIES AND COUNTIES – SITE
  1 34 PREPARATION FOR TARGETED ECONOMIC DEVELOPMENT.
  1 35    1.  A city or county, subject to the approval of the
  2  1 property owner, may designate an area within the boundaries of
  2  2 the city or county for a specific type of targeted economic
  2  3 development.  Prior to a specific project being developed, a
  2  4 city or county designating the area for development pursuant
  2  5 to this section may apply for and obtain appropriate licenses,
  2  6 permits, and approvals for the type of targeted economic
  2  7 development project desired for the area.
  2  8    2.  The department shall develop and administer a process
  2  9 for assisting a city or county preparing a site for a specific
  2 10 type of targeted economic development.  The site preparation
  2 11 assistance shall include assisting the city or county in
  2 12 identifying, applying for, and obtaining the appropriate state
  2 13 licenses, permits, and approvals for the type of targeted
  2 14 economic development project desired for the area.  
  2 15                           EXPLANATION
  2 16    This bill creates a site development permit assistance
  2 17 program to be administered by the department of economic
  2 18 development.
  2 19    The bill requires the department to develop and maintain an
  2 20 easily accessible database that includes information regarding
  2 21 all state licenses, permits, and approvals that may be
  2 22 required to be obtained by a business or industry for site
  2 23 development.  The bill requires the department to develop
  2 24 various permit assistance packages designed to assist
  2 25 different types of businesses or industries in identifying the
  2 26 relevant state licenses, permits, and approvals necessary for
  2 27 site development.  The bill provides that the package shall
  2 28 include, but not be limited to, a checklist of possible
  2 29 licenses, permits, and approvals designed to provide contact
  2 30 information and assist the user in a determination of
  2 31 relevancy; supplemental information regarding the various
  2 32 types of licenses, permits, and approvals; and license,
  2 33 permit, and approval applications with any relevant
