  1  3                       A JOINT RESOLUTION
  1  4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF WINE IN THE
  1  5    STATE CAPITOL IN CONJUNCTION WITH THE 2004 ANNUAL MEETING OF
  1  6    THE MIDAMERICAN CHAPTER OF THE AMERICAN ASSOCIATION OF LAW
  1  7    LIBRARIANS.

  1  9    WHEREAS, the MidAmerican Chapter of the American
  1 10 Association of Law Librarians is a prestigious group
  1 11 representing information resource specialists in all areas of
  1 12 research in both the public and private sectors; and
  1 13    WHEREAS, the annual meeting of the MidAmerican Chapter of
  1 14 the American Association of Law Librarians addresses the major
  1 15 issues facing libraries, staff, and library users at all
  1 16 levels; and
  1 17    WHEREAS, wine is customarily served at social events for
  1 18 member participants attending the annual meeting; and
  1 19    WHEREAS, under 11 IAC 100.4(8), which prohibits the
  1 20 consumption of alcoholic beverages on the capitol complex, it
  1 21 is not possible to serve wine at social events in the State
  1 22 Capitol; NOW THEREFORE,

  1 24 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1 26    Section 1.  Notwithstanding 11 IAC 100.4(8) and any
  1 27 contrary provisions of chapter 123, prohibiting the use and
  1 28 consumption of alcoholic beverages in public places, wine may
  1 29 be used and consumed within the State Capitol at a social
  1 30 event, to be held on or around October 15, 2004, hosted by
  1 31 local membership committees in conjunction with the 2004
  1 32 Annual Meeting of the MidAmerican Chapter of the American
  1 33 Association of Law Librarians, if the person providing the
  1 34 food and wine at the social event possesses the appropriate
  1 35 valid liquor control license.  For the purposes of this
  2  1 section and section 123.95, the State Capitol is a private
  2  2 place.
