  1  3                       A JOINT RESOLUTION
  1  4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF WINE IN THE
  1  5    STATE CAPITOL IN CONJUNCTION WITH THE AWARDS CEREMONY OF
  1  6    THE WORLD FOOD PRIZE FOUNDATION.  
  1  7    WHEREAS, the State of Iowa has the honor of being the home
  1  8 of the World Food Prize Foundation which annually presents an
  1  9 international award recognizing outstanding individual
  1 10 achievement in improving the quality, quantity, or
  1 11 availability of food in the world; and
  1 12    WHEREAS, Iowa's unique State Capitol is an optimal location
  1 13 for this awards ceremony of the World Food Prize Foundation
  1 14 and previously served as the ceremony location; and
  1 15    WHEREAS, wine is customarily served as an accompaniment to
  1 16 the food and entertainment provided at this type of awards
  1 17 ceremony and wine was served when the ceremony was previously
  1 18 held at the State Capitol; and
  1 19    WHEREAS, under 11 IAC 100.4(8), which prohibits the
  1 20 consumption of alcoholic beverages on the capitol complex, it
  1 21 is not possible to serve wine at this type of awards ceremony
  1 22 in the State Capitol; NOW THEREFORE,
  1 23  
  1 24 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 25 
  1 26    Section 1.  Notwithstanding 11 IAC 100.4(8) and any
  1 27 contrary provisions of chapter 123, prohibiting the use and
  1 28 consumption of alcoholic beverages in public places, wine may
  1 29 be used and consumed within the state capitol at an awards
  1 30 ceremony, to be held on or around October 14, 2004, hosted and
  1 31 organized in whole or in part by the world food prize
  1 32 foundation if the person providing the food and wine at the
  1 33 awards ceremony possesses an appropriate valid liquor control
  1 34 license.  For the purpose of this section and section 123.95,
  1 35 the state capitol is a private place.
