  1  1    Section 1.  ELDERLY AND DISABILITY SERVICES PLANNING GROUP.
  1  2    1.  A planning group is established to develop a plan for
  1  3 unifying the state administration of services utilized by
  1  4 elderly Iowans who are age sixty or older and Iowans with a
  1  5 disability who are age eighteen to fifty-nine.  The plan shall
  1  6 address options for implementing the unification through
  1  7 legislation, funding changes, or other appropriate means.  The
  1  8 plan shall address the services paid for or provided for
  1  9 elderly Iowans and Iowans with a disability by the departments
  1 10 of elder affairs, human services, and public health.  Staffing
  1 11 services for the planning group shall be provided by the three
  1 12 departments and the planning group may accept assistance from
  1 13 other sources.  The plan shall be submitted to the governor
  1 14 and the general assembly on or before December 15, 2005, and
  1 15 an interim report shall be submitted on or before December 15,
  1 16 2004.
  1 17    2.  The unification plan shall be designed to achieve the
  1 18 following goals:
  1 19    a.  Provide for a more effective delivery of services to
  1 20 persons who are elderly or have a disability.
  1 21    b.  Create financial efficiencies.
  1 22    c.  Create more accountability.
  1 23    3.  The membership of the planning group shall be as
  1 24 follows:
  1 25    a.  The directors of the three departments or the
  1 26 directors' designees.
  1 27    b.  A director or an area agency on aging appointed by
  1 28 agreement of the directors of the state's area agencies on
  1 29 aging.
  1 30    c.  A representative of the governor appointed by the
  1 31 governor.
  1 32    d.  A representative of the American federation of state,
  1 33 county, and municipal employees appointed by council 61.
  1 34    e.  A representative of banking or another industry in this
  1 35 state that has experienced significant reorganization or
  2  1 restructuring appointed by the legislative council.
  2  2    f.  The chief executive officer of a united way
  2  3 organization located in Iowa appointed by the legislative
  2  4 council.
  2  5    g.  The president of an Iowa resource center for nonprofit
  2  6 organizations appointed by the state board of regents.
  2  7    h.  The president of the university of northern Iowa or the
  2  8 president's designee.
  2  9    i.  The president of the largest private employer in the
  2 10 state or the president's designee appointed by the legislative
  2 11 council.
  2 12    j.  An individual retired as president of the state's
  2 13 largest private health insurer who has served as mayor of
  2 14 Iowa's largest city, designated by the governor to serve as
  2 15 honorary chairperson.
  2 16    k.  Two members of the senate to serve as ex officio,
  2 17 nonvoting members, with one member each appointed by the
  2 18 majority leader and the minority leader of the senate.  The
  2 19 members appointed under this paragraph shall also be serving
  2 20 as a senate representative on the commission of elder affairs
  2 21 or the senior living coordinating unit.
  2 22    l.  Two members of the house of representatives to serve as
  2 23 ex officio, nonvoting members, with one member each appointed
  2 24 by the speaker of the house and the house minority leader.
  2 25 The members appointed under this paragraph shall also be
  2 26 serving as a house representative on the commission of elder
  2 27 affairs or the senior living coordinating unit.
  2 28    m.  An individual affiliated with a major university public
  2 29 or business administration program appointed by the governor
  2 30 to serve as chairperson.
  2 31    n.  The president of the AARP Iowa chapter or the
  2 32 president's designee.
  2 33    o.  The director of the Iowa governor's developmental
  2 34 disabilities council.
  2 35    p.  The chief executive officer of a multifaceted
  3  1 organization providing home and community-based services,
  3  2 including mental health, mental retardation, housing, and
  3  3 related services.
