  1  1    Section 1.  Section 321.34, subsection 11, paragraphs c and
  1  2 d, Code Supplement 2003, are amended to read as follows:
  1  3    c.  The special natural resources fee for letter number
  1  4 designated natural resources plates is thirty-five forty-five
  1  5 dollars.  The fee for personalized natural resources plates is
  1  6 forty-five dollars which shall be paid in addition to the
  1  7 special natural resources fee of thirty-five forty-five
  1  8 dollars.  The fees collected by the director under this
  1  9 subsection shall be paid monthly to the treasurer of state and
  1 10 credited to the road use tax fund.  Notwithstanding section
  1 11 423.24, and prior to the crediting of revenues to the road use
  1 12 tax fund under section 423.24, subsection 1, paragraph "b",
  1 13 the treasurer of state shall credit monthly from those
  1 14 revenues to the Iowa resources enhancement and protection fund
  1 15 created pursuant to section 455A.18, the amount of the special
  1 16 natural resources fees collected in the previous month for the
  1 17 natural resources plates.
  1 18    From the moneys credited to the Iowa resources enhancement
  1 19 and protection fund under this paragraph "c", ten dollars of
  1 20 the fee collected for each natural resources plate issued, and
  1 21 fifteen dollars from each renewal fee, shall be allocated to
  1 22 the department of natural resources wildlife bureau to be used
  1 23 for nongame wildlife programs.
  1 24    d.  Upon receipt of the special registration plates, the
  1 25 applicant shall surrender the current registration receipt and
  1 26 plates to the county treasurer.  The county treasurer shall
  1 27 validate the special registration plates in the same manner as
  1 28 regular registration plates are validated under this section.
  1 29 The annual special natural resources fee for letter number
  1 30 designated plates is ten twenty-five dollars which shall be
  1 31 paid in addition to the regular annual registration fee.  The
  1 32 annual fee for personalized natural resources plates is five
  1 33 dollars which shall be paid in addition to the annual special
  1 34 natural resources fee and the regular annual registration fee.
  1 35 The annual special natural resources fee shall be credited as
  2  1 provided under paragraph "c".
  2  2    Sec. 2.  Section 321.34, Code Supplement 2003, is amended
  2  3 by adding the following new subsection:
  2  4    NEW SUBSECTION.  24.  COMBAT INFANTRY SPECIAL PLATES.  An
  2  5 owner referred to in subsection 12 who was awarded a combat
  2  6 infantry badge by the United States government may, upon
  2  7 written application to the department and presentation of
  2  8 satisfactory proof of the award of the combat infantry badge,
  2  9 order special registration plates with a combat infantry
  2 10 processed emblem.  The emblem shall be designed by the
  2 11 department in consultation with the adjutant general.
  2 12    Sec. 3.  Section 321.34, Code Supplement 2003, is amended
  2 13 by adding the following new subsection:
  2 14    NEW SUBSECTION.  25.  COMBAT FIELD MEDICAL SPECIAL PLATES.
  2 15 An owner referred to in subsection 12 who was awarded a combat
  2 16 field medical badge by the United States government may, upon
  2 17 written application to the department and presentation of
  2 18 satisfactory proof of the award of the combat field medical
  2 19 badge, order special registration plates with a combat field
  2 20 medical processed emblem.  The emblem shall be designed by the
  2 21 department in consultation with the adjutant general.
  2 22    Sec. 4.  EFFECTIVE DATE.  This Act takes effect January 1,
  2 23 2005.
