  1  1    Section 1.  NEW SECTION.  169B.1  IOWA ANIMAL
  1  2 IDENTIFICATION DEVELOPMENT COUNCIL.
  1  3    An Iowa animal identification development council is
  1  4 established.  The council shall consist of the following
  1  5 members:
  1  6    1.  The state veterinarian.
  1  7    2.  A person appointed by the secretary of agriculture.
  1  8 The person shall be knowledgeable about meat and poultry
  1  9 inspection at state and federal licensed slaughtering
  1 10 establishments.
  1 11    3.  A person appointed by the president of Iowa state
  1 12 university who is a faculty member of the Iowa cooperative
  1 13 extension service in agriculture and home economics.  The
  1 14 person shall be knowledgeable about animal husbandry practices
  1 15 and large animal health.
  1 16    4.  A person appointed by the governor who shall be
  1 17 associated with a slaughtering establishment.  The person
  1 18 shall be knowledgeable about concentration points and
  1 19 slaughtering establishments.
  1 20    5.  All of the following persons who are interested in
  1 21 animal agriculture:
  1 22    a.  A person actively engaged in cattle production who is
  1 23 appointed by the Iowa cattlemen's association.
  1 24    b.  A person actively engaged in swine production who is
  1 25 appointed by the Iowa pork producers association.
  1 26    c.  A person actively engaged in sheep or wool production
  1 27 who is appointed by the Iowa sheep producers association.
  1 28    d.  A person actively engaged in broiler, egg, or turkey
  1 29 production who is appointed by the Iowa poultry association in
  1 30 consultation with the Iowa turkey federation.
  1 31    e.  A person actively engaged in milk production who is
  1 32 appointed by the Iowa state dairy association.
  1 33    f.  A practicing veterinarian who is appointed by the Iowa
  1 34 veterinary medical association.
  1 35    g.  A person actively involved in the marketing of
  2  1 livestock who is appointed by the livestock marketing
  2  2 association.
  2  3    Sec. 2.  NEW SECTION.  169B.2  PROCEDURES – COMPENSATION
  2  4 – FACILITIES.
  2  5    The Iowa animal identification development council shall
  2  6 elect a chairperson and meet according to rules adopted by the
  2  7 council.  A majority of the council constitutes a quorum and
  2  8 an affirmative vote of a majority of members is necessary for
  2  9 substantive action taken by the council.  A vacancy in the
  2 10 membership does not impair the right of a quorum to exercise
  2 11 all rights and perform all duties of the council.
  2 12    2.  The council shall be bipartisan and gender balanced in
  2 13 the same manner as provided in sections 69.16 and 69.16A.
  2 14    3.  A member of the council is not entitled to receive
  2 15 expenses incurred in the discharge of the member's duties on
  2 16 the council.  A member is also not entitled to receive
  2 17 compensation as otherwise provided in section 7E.6.
  2 18    4.  The department of agriculture and land stewardship and
  2 19 Iowa state university shall cooperate in providing necessary
  2 20 facilities, materials, and staff to assist the council in
  2 21 carrying out the provisions of this chapter.
  2 22    Sec. 3.  NEW SECTION.  169B.3  DUTIES.
  2 23    The Iowa animal identification development council shall
  2 24 recommend policies and practices relating to the establishment
  2 25 and implementation of a proposed national animal
  2 26 identification system as may be adopted by the federal
  2 27 government.  The council may do any of the following:
  2 28    1.  Cooperate with persons responsible for preparing plans
  2 29 to establish and implement a national animal identification
  2 30 system.  The council may consult with, and respond to
  2 31 proposals considered by, the animal and plant health
  2 32 inspection service of the United States department of
  2 33 agriculture, team members responsible for preparing the United
  2 34 States' animal identification plan or a successor plan, the
  2 35 national institute for animal agriculture, and the United
  3  1 States animal health association.
  3  2    2.  Respond to federal legislative or regulatory proposals
  3  3 affecting the establishment or implementation of a national
  3  4 animal identification system.
  3  5    3.  Advise members of the general assembly, state agencies,
  3  6 and members of Iowa's congressional delegation regarding any
  3  7 regulations or appropriations relating to the establishment or
  3  8 implementation of a national animal identification system.
  3  9 The council may assist interested persons in forming or
  3 10 evaluating research, education, or demonstration projects
  3 11 which are preliminary to the establishment of the system.
  3 12    4.  Assist state agencies and interested organizations in
  3 13 educating the public, and especially persons interested in
  3 14 animal agriculture, regarding the status of the proposed
  3 15 national animal identification system, and best practices for
  3 16 compliance.
  3 17    Sec. 4.  NEW SECTION.  169B.4  REPEAL.
  3 18    This chapter is repealed on July 1, 2006.
  3 19    Sec. 5.  EFFECTIVE DATE.  This Act, being deemed of
  3 20 immediate importance, takes effect upon enactment.  
  3 21                           EXPLANATION
  3 22    The United States department of agriculture is considering
  3 23 the adoption of a national animal identification system to be
  3 24 used for purposes of tracing the movement of agricultural
  3 25 animals through channels of commerce.  This bill establishes
  3 26 an Iowa animal identification development council to assist in
  3 27 the development and implementation of that system.  The
  3 28 council is responsible for cooperating with interested
  3 29 organizations and governmental agencies, responding to
  3 30 legislative or regulatory proposals, advising state and
  3 31 federal officials about any related regulations or
  3 32 appropriations, and providing for education regarding the
  3 33 system.
  3 34    The council consists of a number of persons representing
  3 35 the department of agriculture and land stewardship; Iowa state
  4  1 university; and private organizations, including livestock
  4  2 organizations, veterinarians, and slaughtering establishments.
  4  3    The bill's provisions take effect upon enactment and are
  4  4 repealed July 1, 2006.
