PAG LIN 1 1 Section 1. STATE HAZARDOUS MATERIALS RESPONSE TEAMS 1 2 COMMISSION REPORT. 1 3 1. The department of natural resources shall form a state 1 4 hazardous materials response teams commission consisting of 1 5 representatives from the department of natural resources, the 1 6 state department of transportation, the homeland security and 1 7 emergency management division of the department of public 1 8 defense, the Iowa firemen's association, the Iowa association 1 9 of professional fire chiefs, and the Iowa professional 1 10 firefighters. The commission shall study the issue of state 1 11 hazardous materials response teams and develop findings and 1 12 recommendations. The findings and recommendations shall 1 13 include, at a minimum, all of the following: 1 14 a. A proposed plan, including a time table, for 1 15 implementing state hazardous materials response teams. 1 16 b. A proposed budget for implementing state hazardous 1 17 materials response teams. 1 18 c. An analysis of the costs and benefits of implementing 1 19 state hazardous materials response teams. 1 20 2. By December 15, 2004, the department of natural 1 21 resources shall submit a report to the governor and the 1 22 general assembly regarding the findings and recommendations of 1 23 the state hazardous materials response teams commission. At a 1 24 minimum, the report shall consist of the findings and 1 25 recommendations of the commission provided for in subsection 1 26 1. 1 27 EXPLANATION 1 28 This bill relates to a state hazardous materials response 1 29 teams commission. 1 30 The bill requires the department of natural resources to 1 31 form a state hazardous materials response teams commission 1 32 consisting of representatives from the department of natural 1 33 resources, the state department of transportation, the 1 34 homeland security and emergency management division of the 1 35 department of public defense, the Iowa firemen's association, 2 1 the Iowa association of professional fire chiefs, and the Iowa 2 2 professional firefighters. The bill provides that the 2 3 commission shall study the issue of state hazardous materials 2 4 response teams and develop findings and recommendations which 2 5 shall include, at a minimum, a proposed plan, budget, and 2 6 analysis of the costs and benefits for implementing state 2 7 hazardous materials response teams. The bill provides that, 2 8 by December 15, 2004, the department of natural resources 2 9 shall submit a report to the governor and the general assembly 2 10 regarding the findings and recommendations of the state 2 11 hazardous materials response teams commission. 2 12 LSB 5622XS 80 2 13 tm/sh/8
