PAG LIN 1 1 Section 1. NEW SECTION. 231.23B FUNDING. 1 2 1. It is the intent of the general assembly that 1 3 commencing with the fiscal year beginning July 1, 2005, all 1 4 state funding for services to the elderly will be appropriated 1 5 to the department. The funding affected shall include but is 1 6 not limited to the appropriations to the department of human 1 7 services for the medical assistance program under chapter 1 8 249A. The department may administer funding appropriated to 1 9 the department as provided in this section by contracting with 1 10 public and private agencies as necessary to best meet the 1 11 needs of elders and to utilize the funding in the most cost- 1 12 effective manner. 1 13 2. The department of human services shall assist the 1 14 department of elder affairs by identifying all funding sources 1 15 and appropriations described in subsection 1 that are 1 16 administered by the department of human services and reporting 1 17 the information to the department of elder affairs on or 1 18 before September 15, 2004. The department of elder affairs 1 19 shall utilize this and other information to develop a budget 1 20 and funding plan for implementation of subsection 1. The plan 1 21 shall be submitted by December 15, 2004, to the governor and 1 22 general assembly. The report shall include the funding 1 23 sources and appropriations identified and recommendations as 1 24 to how the funding sources and appropriations may be shifted 1 25 to the department of elder affairs with minimal disruption of 1 26 services. This subsection is repealed July 1, 2005. 1 27 EXPLANATION 1 28 This bill states legislative intent for the department of 1 29 elder affairs to assume authority over appropriations 1 30 affecting the elderly commencing in fiscal year 2005-2006. 1 31 The department is authorized to administer the funding 1 32 appropriated to the department by contracting with public or 1 33 private agencies. "Elderly" is defined in Code chapter 231 to 1 34 mean individuals 60 years of age or older. 1 35 The department of human services is to assist the 2 1 department of elder affairs in identifying the applicable 2 2 funding sources and appropriations by reporting to the 2 3 department of elder affairs by September 15, 2004. The 2 4 department is directed to report to the governor and general 2 5 assembly by December 15, 2004, regarding the funding sources 2 6 and appropriations identified and making recommendations as to 2 7 how the funding sources and appropriations may be moved to the 2 8 department with minimal disruption of services.
