1 4 RELATING TO OPERATION PERMITS FOR PUBLIC DISPOSAL SYSTEMS
1 5 AND PROVIDING AN EFFECTIVE DATE.

1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 9 Section 1. Section 455B.183, Code 2003, is amended by
1 10 adding the following new subsection:
1 11 NEW SUBSECTION. 4. A publicly owned disposal system shall
1 12 not be required to obtain or to be in compliance with
1 13 amendments to the requirements of the operation permit for the
1 14 disposal system, when such amendments are required by the
1 15 rules of the commission in response to a change by the
1 16 commission in the use designation of a cold water stream
1 17 receiving the discharge of the disposal system, until the
1 18 commission, by rule, adopts and publishes scientifically sound
1 19 methods for the review of use designations of cold water
1 20 streams in the state.
1 21 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 22 immediate importance, takes effect upon enactment.
