PAG LIN 1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated 1 2 from the general fund of the state to the department of 1 3 education for the fiscal year beginning July 1, 2003, and 1 4 ending June 30, 2004, the following amount, or so much thereof 1 5 as is necessary, to be used for the purposes designated: 1 6 For purposes of entering into a competitively bid contract 1 7 with a not-for-profit organization to provide technical 1 8 assistance to school districts and community-based 1 9 organizations that provide mentoring programs to youth: 1 10 .................................................. $ 350,000 1 11 1. To be eligible for a contract under this section, a 1 12 not-for-profit organization shall apply research-based 1 13 principles and strategies from national prevention programs, 1 14 utilize a variety of media to engage and assist participants, 1 15 and focus on school districts and community-based 1 16 organizations that deliver mentoring programs. Assistance 1 17 shall be designed to focus on program continuation in a low 1 18 funding environment, managing risk, and maximizing outcome- 1 19 based results. 1 20 2. Assistance provided by a not-for-profit organization 1 21 shall demonstrate expertise in the following areas: 1 22 a. Effective program development strategies. 1 23 b. Program-based outcome evaluations for youth served. 1 24 c. Maximizing resources for program continuation. 1 25 d. Development of effective volunteer recruitment and 1 26 appropriate screening techniques. 1 27 e. Development of risk management tools such as program 1 28 supervision and adequate documented procedures for program 1 29 delivery. 1 30 3. Assistance provided by a not-for-profit organization 1 31 shall strive to accomplish the following: 1 32 a. Expand program delivery within the targeted service 1 33 community. 1 34 b. Produce constructive tangible outcomes and results for 1 35 youth served. 2 1 c. Assure program longevity through the use of 2 2 collaboration and volunteer coordination. 2 3 d. Provide for the necessary number of volunteers to 2 4 deliver the program and ensure that each volunteer is safe and 2 5 appropriate. 2 6 4. In determining and approving a not-for-profit 2 7 organization, the department shall place its highest priority 2 8 on the expertise and accomplishments of a not-for-profit 2 9 organization's staff in the area of youth mentoring programs 2 10 related to the areas specified in subsection 2. 2 11 5. The department shall prepare and submit a report of the 2 12 activities and expenditures funded under the contract to the 2 13 chairpersons and ranking members of the standing committees on 2 14 education and to the joint appropriations subcommittees on 2 15 education of the general assembly by December 1, 2005. 2 16 EXPLANATION 2 17 This bill appropriates $350,000 from the general fund of 2 18 the state to the department of education for fiscal year 2003- 2 19 2004 for the purposes of entering into a competitively bid 2 20 contract with a not-for-profit organization to provide 2 21 technical assistance to school districts and community-based 2 22 organizations that provide mentoring programs to youth. 2 23 Not-for-profit organizations are eligible for a contract if 2 24 they apply research-based principles and strategies from 2 25 national prevention programs, utilize a variety of media to 2 26 engage and assist participants, and focus on school districts 2 27 and community-based organizations that deliver mentoring 2 28 programs. 2 29 Assistance provided by an eligible organization must be 2 30 designed to focus on program continuation, managing risk, and 2 31 maximizing outcome-based results; must demonstrate expertise 2 32 in effective program development strategies, outcome 2 33 evaluations, maximizing resources, effective volunteer 2 34 recruitment, screening techniques, and risk management tools; 2 35 and must strive to expand program delivery, produce 3 1 constructive results, and provide for adequate numbers of 3 2 volunteers. 3 3 The bill directs the department to submit a report of the 3 4 activities and expenditures funded under the contract to the 3 5 chairpersons and ranking members of the standing committees on 3 6 education and to the joint appropriations subcommittees on 3 7 education of the general assembly by December 1, 2005. 3 8 LSB 2533XS 80 3 9 kh/cl/14
