  1  1    Section 1.  Section 216A.1, subsection 2, Code 2003, is
  1  2 amended to read as follows:
  1  3    2.  Division on the status of men and women.
  1  4    Sec. 2.  Section 216A.51, Code 2003, is amended to read as
  1  5 follows:
  1  6    216A.51  DEFINITIONS.
  1  7    For purposes of this subchapter, unless the context
  1  8 otherwise requires:
  1  9    1.  "Administrator" means the administrator of the division
  1 10 on the status of men and women of the department of human
  1 11 rights.
  1 12    2.  "Commission" means the commission on the status of men
  1 13 and women.
  1 14    3.  "Division" means the division on the status of men and
  1 15 women of the department of human rights.
  1 16    Sec. 3.  Section 216A.52, unnumbered paragraph 1, Code
  1 17 2003, is amended to read as follows:
  1 18    The commission on the status of men and women is created,
  1 19 composed of thirteen members as follows:
  1 20    Sec. 4.  Section 216A.55, Code 2003, is amended to read as
  1 21 follows:
  1 22    216A.55  OBJECTIVES OF COMMISSION.
  1 23    The commission shall study the changing needs and problems
  1 24 of the men and women of this state, and develop and recommend
  1 25 new programs and constructive action to the governor and the
  1 26 general assembly, including but not limited to, the following
  1 27 areas:
  1 28    1.  Public and private employment policies and practices.
  1 29    2.  Iowa labor laws Cultural biases and stereotypes,
  1 30 beginning with childhood experiences and progress in public
  1 31 schools that may uniquely affect men or women, and extending
  1 32 to include a study of suicide.
  1 33    3.  Legal treatment relating to political and civil rights
  1 34 Health problems unique to men or women or which predominately
  1 35 affect either men or women.
  2  1    4.  The family and the employed woman Career skills
  2  2 development and continuing education programs for men and
  2  3 women of all ages to promote productive and responsible
  2  4 citizens.
  2  5    5.  Expanded programs to help women as wives, mothers, and
  2  6 workers Adult concerns, such as family relations, promoting
  2  7 education, and policies which bring parents and children
  2  8 closer together.
  2  9    6.  Women as citizen volunteers.
  2 10    7. 6.  Education issues and concerns that may uniquely
  2 11 affect boys or girls, including reading, language, and math
  2 12 skills development.
  2 13    Sec. 5.  Section 216A.57, Code 2003, is amended to read as
  2 14 follows:
  2 15    216A.57  DUTIES.
  2 16    The commission shall:
  2 17    1.  Serve as a clearinghouse on programs and agencies
  2 18 operating to assist men and women.
  2 19    2.  Conduct conferences.
  2 20    3.  Cooperate with governmental agencies to assist them in
  2 21 equalizing opportunities between men and women in employment
  2 22 and in expanding women's the rights and opportunities of men
  2 23 and women.
  2 24    4.  Serve as the central permanent agency for the
  2 25 development of services for men and women.
  2 26    5.  Cooperate with public and private agencies in joint
  2 27 efforts to study and resolve problems relating to the status
  2 28 of men and women.
  2 29    6.  Publish and disseminate information relating to men and
  2 30 women and develop other educational programs.
  2 31    7.  Provide assistance to organized efforts by communities,
  2 32 organizations, associations, and other groups working toward
  2 33 the improvement of women's the status of men and women.
  2 34    Sec. 6.  Section 241.3, subsection 2, Code 2003, is amended
  2 35 to read as follows:
  3  1    2.  The department shall consult and cooperate with the
  3  2 department of workforce development, the United States
  3  3 commissioner of social security administration, the division
  3  4 of the status of men and women of the department of human
  3  5 rights, the department of education, and other persons in the
  3  6 executive branch of the state government as the department
  3  7 considers appropriate to facilitate the coordination of
  3  8 multipurpose service programs established under this chapter
  3  9 with existing programs of a similar nature.  
  3 10                           EXPLANATION
  3 11    This bill provides that the current commission on the
  3 12 status of women is expanded to include both men and women.
  3 13 The bill also changes the current objectives of the commission
  3 14 to include examination of issues of men and women relating to
  3 15 cultural biases and stereotypes, suicide, health problems,
  3 16 career skills development and continuing education programs,
  3 17 parents and their children, and education.
