PAG LIN 1 1 Section 1. NEW SECTION. 80B.11D TRAINING OF INDIVIDUALS 1 2 WHO ARE NOT LAW ENFORCEMENT OFFICERS. 1 3 1. The director of the academy, subject to the approval of 1 4 the council, shall adopt rules pursuant to this section and 1 5 chapter 17A, that provide for the acceptance of an application 1 6 for attendance at an approved law enforcement training school 1 7 from an individual who, at the time of submitting the 1 8 application for attendance, is not a law enforcement officer, 1 9 but who intends to become certified as a law enforcement 1 10 officer. An individual who submits an application pursuant to 1 11 this section shall, at a minimum, submit proof of successful 1 12 completion of at least one of the following: 1 13 a. A two-year or four-year police science or criminal 1 14 justice program at an accredited educational institution. 1 15 b. A law enforcement training program in another state 1 16 commensurate with a law enforcement training program in this 1 17 state. 1 18 2. Notwithstanding subsection 1, an individual shall not 1 19 be accepted at an approved law enforcement training school 1 20 pursuant to subsection 1 if such acceptance would result in 1 21 the nonacceptance of another qualifying applicant who is a law 1 22 enforcement officer. 1 23 3. This section shall apply only to individuals who apply 1 24 for certification through a short course of study as 1 25 established by rule. 1 26 EXPLANATION 1 27 This bill relates to the training of an individual who is 1 28 not a law enforcement officer but who intends to become a law 1 29 enforcement officer. 1 30 The bill requires the director of the law enforcement 1 31 academy, subject to the approval of the law enforcement 1 32 academy council, to adopt administrative rules that provide 1 33 for the acceptance of an application for attendance at an 1 34 approved law enforcement training school from an individual 1 35 who is not a law enforcement officer but who intends to become 2 1 a law enforcement officer. The bill provides that an 2 2 individual who submits an application shall submit proof of 2 3 successful completion of either a two-year or four-year degree 2 4 from a police science or criminal justice program from an 2 5 accredited educational institution or a law enforcement 2 6 training program in another state commensurate with a law 2 7 enforcement training program in this state. 2 8 The bill only applies to individuals who apply for 2 9 certification through a short course of study as established 2 10 by administrative rule of the director. 2 11 LSB 2207XS 80 2 12 rh/cf/24.1
