  1  1    Section 1.  Section 256.20, unnumbered paragraph 4, Code
  1  2 2003, is amended by striking the unnumbered paragraph and
  1  3 inserting in lieu thereof the following:
  1  4    There shall be appropriated annually from the general fund
  1  5 of the state to the department of management an amount
  1  6 sufficient to fund the costs of pilot projects under this
  1  7 section.  The state board of education shall notify the
  1  8 department of management of the amounts to be paid to each
  1  9 school district with an approved pilot project.  Amounts
  1 10 received pursuant to this section by a school district shall
  1 11 be considered miscellaneous income.
  1 12    Sec. 2.  Section 257.11, Code 2003, is amended by adding
  1 13 the following new subsection:
  1 14    NEW SUBSECTION.  6A.  YEAR AROUND SCHOOLS.  In order to
  1 15 provide additional funding to school districts submitting an
  1 16 approved application for participation in a year around school
  1 17 pilot project pursuant to section 256.20, a supplementary
  1 18 weighting plan for determining enrollment is adopted.  A pupil
  1 19 attending a year around school shall be assigned a weighting
  1 20 of one and two-tenths, which shall be applicable for pupils
  1 21 attending year around school pursuant to pilot projects
  1 22 implemented beginning in the school budget year commencing
  1 23 July 1, 2004, and succeeding budget years.
  1 24    Sec. 3.  Section 257.11, subsection 7, Code 2003, is
  1 25 amended to read as follows:
  1 26    7.  PUPILS INELIGIBLE.  A pupil eligible for the weighting
  1 27 plan provided in section 256B.9 is not eligible for
  1 28 supplementary weighting pursuant to this section.  A pupil
  1 29 attending an alternative program or an at-risk pupils'
  1 30 program, including alternative high school programs, or
  1 31 attending a year around school pursuant to a pilot project
  1 32 established under section 256.20, is not eligible for
  1 33 supplementary weighting under subsection 2.  
  1 34                           EXPLANATION
  1 35    This bill provides financial incentives to encourage school
  2  1 district participation in a year around school pilot project.
  2  2    The bill provides that as an incentive to participate,
  2  3 pupils attending school in a school district which
  2  4 participates in a pilot project to establish a year around
  2  5 school pursuant to Code section 256.20 shall be assigned a
  2  6 weighting of one and two-tenths.  The supplementary weighting
  2  7 shall be granted for pilot projects beginning with the school
  2  8 budget year commencing July 1, 2004.  The bill provides that a
  2  9 school district receiving supplementary weighting for a year
  2 10 around school pilot project shall not also be eligible for
  2 11 supplementary weighting for sharing programs pursuant to Code
  2 12 section 257.11, subsection 2.
  2 13    The bill provides for a standing unlimited appropriation
  2 14 from the general fund of the state to the department of
  2 15 education in an amount sufficient to fund the costs of year
  2 16 around school pilot projects to assist school districts in
  2 17 implementing the projects.  The bill provides that the state
  2 18 board of education shall notify the department of management
  2 19 of the amounts to be paid to each school district with an
  2 20 approved pilot project.  The bill provides that amounts
  2 21 received by a school district participating in the pilot
  2 22 project pursuant to this appropriation shall be miscellaneous
  2 23 income.
