  1  1    Section 1.  NEW SECTION.  256.24  ADVANCED PLACEMENT
  1  2 INCENTIVE GRANT PROGRAM.
  1  3    1.  The department of education shall develop and
  1  4 administer an advanced placement incentive grant program to
  1  5 provide for the allocation of grant moneys to public and
  1  6 accredited nonpublic secondary schools.  The board of
  1  7 directors of the school district and the authorities in charge
  1  8 of an accredited nonpublic school may apply to the department
  1  9 on behalf of a secondary school, on forms provided by the
  1 10 department, to receive a grant under this program.  The
  1 11 department shall award grants to high schools by July 15 of
  1 12 each year in the following manner:
  1 13    a.  A public secondary school is eligible for a grant of
  1 14 not more than three thousand dollars if the proportion of
  1 15 students enrolled in the high school who achieve advanced
  1 16 placement scholar status is equal to or greater than the
  1 17 national proportion of students enrolled in schools who
  1 18 achieve advanced placement scholar status.
  1 19    b.  A public secondary school is eligible for a grant of
  1 20 not more than six thousand dollars if the proportion of
  1 21 students enrolled in the school who achieve advanced placement
  1 22 scholar with honor status is equal to or greater than the
  1 23 national proportion of students enrolled in schools who
  1 24 achieve advanced placement scholar with honor status.
  1 25    c.  A public secondary school is eligible for a grant of
  1 26 not more than nine thousand dollars if the proportion of
  1 27 students enrolled in the school who achieve advanced placement
  1 28 scholar with distinction status is equal to or greater than
  1 29 the national proportion of students enrolled in schools who
  1 30 achieve advanced placement scholar with distinction status.
  1 31    d.  A public or accredited nonpublic secondary school is
  1 32 eligible for a grant of not more than one thousand dollars for
  1 33 the purpose of creating teacher in-service programs that lead
  1 34 to the development and implementation of advanced placement
  1 35 courses and standards within the school.
  2  1    2.  Grant moneys received in accordance with subsection 1,
  2  2 paragraphs "a", "b", and "c", shall be used for purposes of
  2  3 acquiring or maintaining materials and technology for use in
  2  4 advanced placement courses.
  2  5    3.  Moneys received under this section shall not be
  2  6 commingled with state aid payments made under section 257.16
  2  7 to a school district and shall be accounted for by the local
  2  8 school district separately from state aid payments.
  2  9    4.  Payments made to school districts under this section
  2 10 are miscellaneous income for purposes of chapter 257 or are
  2 11 considered encumbered.  Each local school district shall
  2 12 maintain a separate listing within its accounting records for
  2 13 payments received and expenditures made pursuant to this
  2 14 section.
  2 15    5.  For purposes of this section and section 261.20A,
  2 16 "advanced placement" means a college-level course offered by a
  2 17 secondary school using curriculum provided by the college
  2 18 entrance examination board and "college board advanced
  2 19 placement examination" means an examination provided by the
  2 20 college entrance examination board.  The examinations are
  2 21 administered by secondary schools to students participating in
  2 22 advanced placement classes and the examination grades are
  2 23 rated on a scale provided by the college board.
  2 24    Sec. 2.  NEW SECTION.  261.20A  IOWA ADVANCED PLACEMENT
  2 25 SCHOLARSHIPS.
  2 26    1.  The college student aid commission shall develop and
  2 27 administer an Iowa advanced placement scholarship program for
  2 28 Iowa resident students who successfully complete a minimum of
  2 29 three college board advanced placement examinations during the
  2 30 period specified by the commission.  The program shall include
  2 31 the following four scholarship levels:
  2 32    a.  Level one – to be awarded to each student who
  2 33 completes a minimum of three college board advanced placement
  2 34 examinations with a score of three point zero or greater based
  2 35 upon criteria of the college entrance examination board.  A
  3  1 scholarship awarded under this paragraph shall provide
  3  2 assistance to a full-time student for not more than two
  3  3 semesters, or if attending as a part-time student, not more
  3  4 than four semesters of undergraduate study, or the trimester
  3  5 or quarter equivalent.
  3  6    b.  Level two – to be awarded to each student who
  3  7 completes a minimum of four college board advanced placement
  3  8 examinations with a score of three point zero or greater on
  3  9 each examination, based upon criteria of the college entrance
  3 10 examination board, and who has an average examination grade of
  3 11 three point twenty-five or greater.  A scholarship awarded
  3 12 under this paragraph shall provide assistance to a full-time
  3 13 student for not more than four semesters, or if attending as a
  3 14 part-time student, not more than eight semesters of
  3 15 undergraduate study, or the trimester or quarter equivalent.
  3 16    c.  Level three – to be awarded to each student who
  3 17 completes a minimum of five college board advanced placement
  3 18 examinations with a score of three point zero or greater on
  3 19 each examination, based upon criteria of the college entrance
  3 20 examination board, and who has an average exam grade of at
  3 21 least three point five.  A scholarship awarded under this
  3 22 paragraph shall provide assistance to a full-time student for
  3 23 not more than six semesters, or if attending as a part-time
  3 24 student, not more than twelve semesters of undergraduate
  3 25 study, or the trimester or quarter equivalent.
  3 26    d.  Level four – to be awarded to each student who
  3 27 completes a minimum of eight college board advanced placement
  3 28 examinations with a score of four point zero or greater on
  3 29 each examination based upon criteria of the college entrance
  3 30 examination board.  A scholarship awarded under this paragraph
  3 31 shall provide assistance to a full-time student for not more
  3 32 than eight semesters, or if attending as a part-time student,
  3 33 not more than sixteen semesters of undergraduate study, or the
  3 34 trimester or quarter equivalent.
  3 35    2.  An applicant for an Iowa advanced placement scholarship
  4  1 must meet the following initial requirements:
  4  2    a.  Complete and file an application determined by the
  4  3 commission for a tuition grant.
  4  4    b.  Report promptly to the commission any information
  4  5 requested.
  4  6    c.  Complete requirements for the secondary school diploma
  4  7 or its equivalent by the end of the summer preceding entrance
  4  8 into college.
  4  9    d.  Plan to enroll as a student at an accredited private
  4 10 institution as defined in section 261.9, community college as
  4 11 defined in section 260C.2, or institution of higher learning
  4 12 under the control of the state board of regents.
  4 13    3.  a.  The amount of a scholarship to a qualified full-
  4 14 time student for the fall and spring semesters, or the
  4 15 trimester or quarter equivalent, shall be the amount of the
  4 16 student's financial need for that period.  However, if a
  4 17 student elects to attend an accredited private institution
  4 18 under this section, the amount of a scholarship under this
  4 19 subsection shall not exceed the resident tuition rate
  4 20 established for institutions of higher learning under the
  4 21 control of the state board of regents.
  4 22    b.  The amount of a scholarship to a qualified full-time
  4 23 student for the summer semester or trimester or quarter
  4 24 equivalent shall be one-half the amount of the scholarship the
  4 25 student receives under paragraph "a".
  4 26    c.  The amount of a scholarship to a qualified part-time
  4 27 student enrolled in a course of study including at least three
  4 28 semester hours but fewer than twelve semester hours for the
  4 29 fall, spring, and summer semesters, or the trimester or
  4 30 quarter equivalent, shall be equal to the amount of a
  4 31 scholarship that would be paid to a full-time student times a
  4 32 number which represents the number of hours in which the part-
  4 33 time student is actually enrolled divided by twelve semester
  4 34 hours, or the trimester or quarter equivalent.
  4 35    4.  There is appropriated from the general fund of the
  5  1 state to the college student aid commission for each fiscal
  5  2 year an amount sufficient to pay for scholarships awarded to
  5  3 students who qualify under this section.
  5  4    5.  The college student aid commission shall adopt rules
  5  5 pursuant to chapter 17A to administer this section.
  5  6    6.  For purposes of this section, "advanced placement" and
  5  7 "college board advanced placement examination" mean the same
  5  8 as defined in section 256.24, subsection 5, and "financial
  5  9 need" means the difference between the student's financial
  5 10 resources available, and the tuition charged for an advanced
  5 11 placement training institute or an advanced placement program
  5 12 of coursework offered by a community college, institution of
  5 13 higher learning under the control of the state board of
  5 14 regents, or an accredited private institution.
  5 15    Sec. 3.  NEW SECTION.  261.45  ADVANCED PLACEMENT TEACHER
  5 16 TRAINING LOAN REDUCTION PAYMENTS.
  5 17    An individual is eligible for loan reduction payments under
  5 18 the guaranteed loan payment program if the individual meets
  5 19 all of the following conditions:
  5 20    1.  Is a teacher employed on a full-time basis under
  5 21 sections 279.13 through 279.19 in this state, is a teacher in
  5 22 an accredited nonpublic school in this state, or is a licensed
  5 23 teacher at the Iowa braille and sight saving school or the
  5 24 Iowa school for the deaf.
  5 25    2.  As of the beginning of a school year, has an
  5 26 outstanding debt with an eligible lender under the Iowa
  5 27 guaranteed loan program or has parents with an outstanding
  5 28 debt with an eligible lender under a federal PLUS loan
  5 29 program.
  5 30    3.  Has never defaulted on a loan guaranteed by the
  5 31 commission or by the federal government.
  5 32    4.  Successfully completed coursework at an advanced
  5 33 placement training institute or coursework in advanced
  5 34 placement training offered by a community college, an
  5 35 institution of higher learning under the control of the state
  6  1 board of regents, or an accredited private institution as
  6  2 defined in section 261.9, subsection 1.
  6  3    5.  Teaches advanced placement courses using a curriculum
  6  4 established by the college entrance examination board at the
  6  5 secondary school level.
  6  6    6.  The maximum annual loan reduction payment to an
  6  7 eligible teacher for loan reduction payments made during a
  6  8 school year is the amount necessary to pay not more than the
  6  9 tuition charged for an advanced placement training institute
  6 10 or an advanced placement program of coursework offered by a
  6 11 community college in this state, an institution of higher
  6 12 learning under the control of the state board of regents, or
  6 13 an accredited private institution as defined in section 261.9,
  6 14 subsection 1.  However, payments made under this section shall
  6 15 not exceed the resident tuition rate for an institution of
  6 16 higher learning under the control of the state board of
  6 17 regents.
  6 18    7.  For purposes of this section, "advanced placement"
  6 19 means the same as defined in section 256.24, subsection 5.  
  6 20                           EXPLANATION
  6 21    This bill creates within the department of education an
  6 22 advanced placement incentive grant program for public
  6 23 secondary schools with a certain percentage of advanced
  6 24 placement scholars, and for public and accredited nonpublic
  6 25 secondary schools for the creation of teacher in-service
  6 26 programs that develop and implement advanced placement courses
  6 27 and standards within a school.  The bill also creates an Iowa
  6 28 advanced placement scholarship program for students who reach
  6 29 various levels as advanced placement scholars.  The bill
  6 30 includes a standing, unlimited appropriation from the general
  6 31 fund of the state to the college student aid commission to pay
  6 32 for the scholarship awards.  Lastly, the bill makes a teacher
  6 33 who attended an advanced placement training institute or an
  6 34 accredited postsecondary school advanced placement program
  6 35 eligible for loan reduction payments under the guaranteed loan
  7  1 payment program.
  7  2    All public and accredited nonpublic secondary schools are
  7  3 eligible for a grant of not more than $1,000 for the creation
  7  4 of teacher in-service programs that develop and implement
  7  5 advanced placement courses and standards within the school.  A
  7  6 public secondary school is eligible for a grant of $3,000,
  7  7 $6,000, or $9,000, if the proportion of students enrolled in
  7  8 the school who achieve the respective status of advanced
  7  9 placement scholar, scholar with honor, or scholar with
  7 10 distinction, as determined by the college entrance examination
  7 11 board, is equal to or greater than the national proportion of
  7 12 students who achieve the respective status level.
  7 13    The college student aid commission is responsible for
  7 14 developing and administering an Iowa advanced placement
  7 15 scholarship program for Iowa resident students who
  7 16 successfully complete a minimum of three college board
  7 17 advanced placement examinations.  The scholarships are awarded
  7 18 for one, two, three, or four years, depending upon the score a
  7 19 student achieves on a minimum level of college board advanced
  7 20 placement examinations.
  7 21    The amount of a scholarship to a qualified student shall be
  7 22 the amount of the student's financial need, but shall not
  7 23 exceed the resident tuition rate established for a regents
  7 24 university.
  7 25    The bill limits the maximum annual loan reduction payment
  7 26 to an eligible teacher under the guaranteed loan payment
  7 27 program to an amount necessary to pay the tuition charged for
  7 28 an advanced placement training institute or an advanced
  7 29 placement program of coursework offered by an accredited
  7 30 postsecondary institution in this state.  Payments shall not
  7 31 exceed the resident tuition rate for a regents university.
