1 1 Section 1. Section 53.17, subsection 1, Code 2003, is
1 2 amended to read as follows:
1 3 1. The sealed carrier envelope may be delivered by the
1 4 registered voter, or the voter's designee if the absentee
1 5 ballot is voted by a voter described in section 53.22, to the
1 6 commissioner's office no later than the time the polls are
1 7 closed on election day.
1 8 EXPLANATION
1 9 This bill provides that a sealed carrier envelope
1 10 containing an absentee ballot may only be delivered to the
1 11 county commissioner's office by the registered voter who
1 12 completed the ballot or by the voter's designee if the voter
1 13 is a confined person described in Code section 53.22.
