1 3 (SUCCESSOR TO SSB 3152)
1 4 A Concurrent Resolution providing for the formation of
1 5 a committee by the Legislative Council to conduct a
1 6 review of the school finance formula.
1 7 WHEREAS, the school finance formula contained in
1 8 Iowa Code chapter 257 is subject to legislative review
1 9 at least every five years pursuant to statutory
1 10 requirements contained in Iowa Code section 257.1,
1 11 subsection 4; and
1 12 WHEREAS, the statute provides that the review shall
1 13 be based upon a school finance formula status report
1 14 containing the recommendations of a legislative
1 15 interim committee, to be prepared with the assistance
1 16 of the Department of Education, in association with
1 17 the Department of Management and the Department of
1 18 Revenue; and
1 19 WHEREAS, the statute also provides that the report
1 20 shall include recommendations for school finance
1 21 formula changes or revisions based upon demographic
1 22 changes, enrollment trends, and property tax valuation
1 23 fluctuations observed during the preceding five-year
1 24 interval; an analysis of the operation of the school
1 25 finance formula during the preceding five-year
1 26 interval; and a summary of issues that have arisen
1 27 since the previous review and potential approaches for
1 28 their resolution; and
1 29 WHEREAS, the first such report is required to be
1 30 submitted to the General Assembly no later than
2 1 January 1, 2005, with subsequent reports developed and
2 2 submitted by January 1 at least every fifth year; NOW
2 3 THEREFORE,
2 4 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 5 REPRESENTATIVES CONCURRING, That the Legislative
2 6 Council is requested to appoint an interim committee
2 7 to conduct a review of the school finance formula and
2 8 submit a school finance formula status report, in
2 9 compliance with Iowa Code section 257.1, subsection 4.
2 10 In addition to the subject areas specified for review
2 11 pursuant to statute, the study may also include
2 12 consideration of methods for achieving increased
2 13 efficiencies in school operations. The interim
2 14 committee shall be composed of 10 voting members,
2 15 representing both political parties and both houses of
2 16 the General Assembly. Five members shall be members
2 17 of the Senate, three of whom shall be appointed by the
2 18 Majority Leader of the Senate and two of whom shall be
2 19 appointed by the Minority Leader of the Senate. Five
2 20 members shall be members of the House of
2 21 Representatives, appointed by the Speaker of the
2 22 House, three of whom shall be of the majority party
2 23 and two of whom shall be of the minority party.
2 24 Nonvoting members shall be appointed by the
2 25 Legislative Council, in consultation with the
2 26 Departments of Education, Management, and Revenue, and
2 27 may include, but not be limited to, superintendents
2 28 representing four local school districts from across
2 29 the state, representatives from the various education
2 30 organizations and associations, representatives from
3 1 the area education agencies and community colleges,
3 2 and members of the general public. The temporary
3 3 cochairpersons of the interim committee shall be the
3 4 chairpersons of the Senate and House Committees on
3 5 Education; and
3 6 BE IT FURTHER RESOLVED, That the interim committee
3 7 shall be staffed by the Legislative Services Agency,
3 8 with the assistance of the Departments of Education,
3 9 Management, and Revenue, and shall conduct its
3 10 deliberations during the 2004 Legislative Interim.
3 11 The interim committee shall submit its report to the
3 12 General Assembly no later than January 1, 2005.
