1 1 Amend the amendment, S-5384, to the House
1 2 amendment, S-5383, to Senate File 2298, as amended,
1 3 passed, and reprinted by the Senate, as follows:
1 4 #1. Page 7, line 47, by inserting before the word
1 5 "Of" the following: "a."
1 6 #2. Page 8, line 4, by striking the word
1 7 "unnumbered" and inserting the following: "lettered".
1 8 #3. Page 8, by inserting after line 9 the
1 9 following:
1 10 "b. Of the amount appropriated in this subsection,
1 11 $500,000 is appropriated for the establishment and
1 12 operation of a state veterans cemetery.
1 13 c. Of the amount appropriated in this subsection,
1 14 $250,000 is appropriated to and shall be used by the
1 15 commission of veterans affairs for the veterans home
1 16 modification grant program. Notwithstanding section
1 17 8.33, moneys appropriated in this lettered paragraph
1 18 that remain unencumbered or unobligated at the close
1 19 of the fiscal year shall not revert but shall remain
1 20 available for expenditure for the purposes designated
1 21 until the close of the succeeding fiscal year or when
1 22 the project is completed, whichever is later.
1 23 d. For the purposes of this subsection, "veteran"
1 24 means the same as defined in section 35.1 or a
1 25 resident of this state who served in the armed forces
1 26 of the United States, completed a minimum aggregate of
1 27 ninety days of active federal service, and was
1 28 discharged under honorable conditions.
1 29 e. A veterans home modification grant program is
1 30 created under the control of the commission. The
1 31 veterans home modification grant program shall provide
1 32 grants to veterans who have a service-connected,
1 33 permanent disability, rating less than fifty percent
1 34 as verified by the United States department of
1 35 veterans affairs or a branch of the United States
1 36 armed forces. Grants shall be awarded for home
1 37 modifications that are designed to meet the needs of
1 38 the veteran with the disability who will be residing
1 39 in the home.
1 40 f. It is the intent of the general assembly that
1 41 the program be equitably accessible to eligible
1 42 veterans throughout the state.
1 43 g. The commission shall adopt rules pursuant to
1 44 chapter 17A to administer the program.
1 45 (1) The rules shall establish criteria for the
1 46 awarding of grants, including the maximum amount
1 47 available per grant. In determining the maximum
1 48 amount available per grant, the commission shall
1 49 consider the number of potential recipients statewide.
1 50 (2) The rules shall provide that eligible
2 1 modifications may include but are not limited to any
2 2 of the following:
2 3 (a) Bathroom modifications.
2 4 (b) Installation of grab bars and handrails.
2 5 (c) Kitchen modifications.
2 6 (d) Lifting devices.
2 7 (e) Main-level bathroom or bedroom additions.
2 8 (f) Ramp additions or repair.
2 9 (g) Sidewalk additions or repair.
2 10 (h) The widening of doorways or hallways.
2 11 (3) The rules shall specify the types of eligible
2 12 residences, which shall include but are not limited to
2 13 single-family residences owned by the veteran.
2 14 (4) The rules shall provide for a waiting list
2 15 system to be instituted if the total amount of the
2 16 grants awarded in a fiscal year exceeds available
2 17 funding for that fiscal year."
