  1  3    #1.  Page 9, by inserting after line 18, the
  1  4 following:
  1  5    "(1A)  The Iowa department of public health shall
  1  6 negotiate a sole source contract with a nonprofit
  1  7 corporation that mentors through live music and
  1  8 receives funds through private partnership to
  1  9 implement this paragraph "b"."
