  1  1    Amend the House amendment, S-5292, to Senate File
  1  2 2269, as passed by the Senate, as follows:
  1  3    #1.  Page 2, by inserting after line 17, the
  1  4 following:
  1  5    "#   .  Page 13, line 26, by striking the words
  1  6 "commissioner, or" and inserting the following:
  1  7 "commissioner, or.  A registered voter may".
  1  8    #   .  Page 13, line 28, by inserting after the
  1  9 word "ballot." the following:  "A written application
  1 10 for an absentee ballot must be received by the
  1 11 commissioner no later than five p.m. on the Friday
  1 12 before the election."
  1 13    #   .  Page 14, line 17, by inserting after the
  1 14 word "applicant" the following:  "or no later than
  1 15 five p.m. on the Friday before the election, whichever
  1 16 is earlier".
  1 17    #   .  Page 15, line 4, by inserting after the word
  1 18 "applicant" the following:  "or no later than five
  1 19 p.m. on the Friday before the election, whichever is
  1 20 earlier"."
  1 21    #2.  Page 2, by striking lines 22 and 23, and
  1 22 inserting the following:  "the office of the
  1 23 commissioner within seventy-two hours of retrieving
  1 24 the completed ballot or before the closing of the
  1 25 polls on election day, whichever is earlier.""
  1 26    #3.  Page 3, line 30, by striking the word
  1 27 "register" and inserting the following:  "be
  1 28 registered".
  1 29    #4.  Page 3, lines 34 and 35, by striking the words
  1 30 "allowed to register" and inserting the following:
  1 31 "registered".
  1 32    #5.  Page 3, line 36, by striking the word "The"
  1 33 and inserting the following:  "Absentee ballot
  1 34 couriers shall be registered with the commissioner by
  1 35 the person providing the training required in
  1 36 paragraph "c".  The".
  1 37    #6.  Page 3, line 40, by striking the word
  1 38 "register" and inserting the following:  "be
  1 39 registered".
  1 40    #7.  Page 3, line 43, by inserting after the word
  1 41 "commissioner." the following:  "However, if a person
  1 42 has completed training as an absentee ballot courier
  1 43 and the trainer is unable to register the person
  1 44 because the commissioner's office is closed, the
  1 45 person may retrieve completed absentee ballots if the
  1 46 trainer registers the courier with the commissioner by
  1 47 facsimile transmission within twenty-four hours of
  1 48 completion of training or by personally delivering the
  1 49 registration information to the commissioner's office
  1 50 by the close of the next business day following
  2  1 completion of training or by mailing the registration
  2  2 information to the commissioner, in which case the
  2  3 mailing must be postmarked no later than the next
  2  4 business day following completion of training."
  2  5    #8.  Page 3, line 45, by inserting after the word
  2  6 "have" the following:  "been".
  2  7    #9.  Page 3, line 46, by striking the word
  2  8 "register" and inserting the following:  "be
  2  9 registered".
  2 10    #10.  Page 4, by striking line 2, and inserting the
  2 11 following:  "the respective state or county central
  2 12 committees, or a member of the paid staff of such
  2 13 committees, or by the county party or the state party,
  2 14 or a member of the paid staff of such parties.  The".
  2 15    #11.  Page 4, line 22, by striking the words "by
  2 16 five p.m." and inserting the following:  "before the
  2 17 closing of the polls".
  2 18    #12.  Page 4, line 23, by striking the word
  2 19 "sooner" and inserting the following:  "earlier".
  2 20    #13.  Page 4, by inserting after line 23, the
  2 21 following:
  2 22    "(6)  A statement informing the voter that the
  2 23 voter may verify that the person retrieving the
  2 24 completed ballot is a registered absentee ballot
  2 25 courier by contacting the county auditor's office."
  2 26    #14.  Page 4, line 27, by inserting after the word
  2 27 "office." the following:  "A completed ballot and
  2 28 cover sheet shall only be delivered to the
  2 29 commissioner's office by the absentee ballot courier
  2 30 who retrieved the ballot or by one other absentee
  2 31 ballot courier designated by the political party,
  2 32 candidate, or committee for which the absentee ballot
  2 33 couriers are acting as actual or implied agents.  The
  2 34 cover sheet shall include space for the name and
  2 35 signature of the absentee ballot courier who retrieved
  2 36 the ballot and the name and signature of any second
  2 37 absentee ballot courier designated to deliver the
  2 38 ballot and cover sheet to the commissioner's office."
  2 39    #15.  Page 4, by inserting after line 35, the
  2 40 following:
  2 41    "#   .  Page 18, line 6, by inserting after the
  2 42 word "enactment" the following:  "and applies to
  2 43 elections held on or after September 15, 2004"."
  2 44    #16.  Page 4, by inserting after line 38 the
  2 45 following:
  2 46    "#   .  Title page, lines 4 and 5, by striking the
  2 47 words "an effective date" and inserting the following:
  2 48 "effective and applicability dates".
  2 49    #17.  By renumbering as necessary.
