1 2 #1. Page 131, by inserting after line 11, the
1 3 following:
1 4 "Sec. . NEW SECTION. 217.45 FAITH-BASED AND
1 5 COMMUNITY-BASED ORGANIZATIONS NETWORK.
1 6 1. A statewide, nonprofit agency that receives a
1 7 subgrant to assist faith-based and community-based
1 8 organizations to develop coalitions and partnerships
1 9 shall be designated as the central office for faith-
1 10 based and community-based initiatives.
1 11 2. The department shall designate one department
1 12 employee in each of the service areas to act as a
1 13 liaison to faith-based and community-based
1 14 organizations in the service area.
1 15 3. The primary functions of a liaison for a
1 16 service area under this section are as follows:
1 17 a. To communicate with faith-based and community-
1 18 based organizations regarding the need for private
1 19 community services to benefit persons in need of
1 20 assistance who would otherwise require financial or
1 21 other assistance under public programs administered by
1 22 state or local government.
1 23 b. To promote the involvement of faith-based and
1 24 community-based organizations in working to meet
1 25 community needs for assistance.
1 26 c. To coordinate efforts to promote involvement of
1 27 faith-based and community-based organizations in
1 28 providing community services with efforts similar to
1 29 those of state agencies.
1 30 d. To promote cooperation and coordination among
1 31 public agencies and faith-based and community-based
1 32 organizations.
1 33 e. To provide technical assistance to faith-based
1 34 and community-based organizations in writing grant
1 35 applications, training, mentoring, financial
1 36 management, and obtaining not-for-profit designations.
1 37 4. The department shall submit a report annually
1 38 by January 15 to the governor and the general assembly
1 39 regarding the activities of the faith-based and
1 40 community-based organizations network provided for in
1 41 this section."
