  1  1    Amend Senate File 2246 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  Section 256D.9, Code Supplement 2003,
  1  5 is amended to read as follows:
  1  6    256D.9  FUTURE REPEAL.
  1  7    This chapter is repealed effective July 1, 2004
  1  8 2005.
  1  9    Sec. 2.  NEW SECTION.  279.60  STUDENT PROMOTION
  1 10 POLICY.
  1 11    The board of directors of each school district
  1 12 shall establish a committee composed of parents,
  1 13 teachers, administrators, and other stakeholders, to
  1 14 develop a promotion policy that takes into account the
  1 15 academic progress of students in reading, mathematics,
  1 16 and other academic subjects, and that takes into
  1 17 account the best educational interests of students.
  1 18 The committee shall submit the policy to the board for
  1 19 its consideration.
  1 20    Sec. 3.  EFFECTIVE DATE.  The section of this Act
  1 21 amending section 256D.9, being deemed of immediate
  1 22 importance, takes effect upon enactment."
  1 23    #2.  Title page, line 1, by inserting after the
  1 24 word "Act" the following:  "relating to student
  1 25 achievement and promotion, by".
  1 26    #3.  Title page, by striking lines 2 through 4 and
  1 27 inserting the following:  "establish a committee to
  1 28 develop a student promotion policy, extending the
  1 29 repeal of the Iowa early intervention block grant
  1 30 program, and providing an effective date."
  1 31    #4.  By renumbering as necessary.
