  1  1    Amend the amendment, S-3332, to House File 549, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 6, by inserting after line 3 the
  1  5 following:
  1  6    "Sec.    .  Section 257.11, subsection 5, paragraph
  1  7 b, Code 2003, is amended to read as follows:
  1  8    b.  A school district which establishes a regional
  1  9 academy shall be eligible to assign its resident
  1 10 pupils attending classes at the academy a weighting of
  1 11 one-tenth of the percentage of the pupil's school day
  1 12 during which the pupil attends classes at the regional
  1 13 academy.  For the purposes of this subsection,
  1 14 "regional academy" means an educational institution
  1 15 established by a school district to which multiple
  1 16 schools send pupils in grades seven nine through
  1 17 twelve, and may include a virtual academy.  A regional
  1 18 academy shall include in its curriculum advanced-level
  1 19 courses and may include in its curriculum vocational-
  1 20 technical programs courses.  The maximum amount of
  1 21 additional weighting for which a school district
  1 22 establishing a regional academy shall be eligible is
  1 23 an amount corresponding to fifteen additional pupils.
  1 24 The minimum amount of additional weighting for which a
  1 25 school district establishing a regional academy shall
  1 26 be eligible is an amount corresponding to ten
  1 27 additional pupils if the academy provides both
  1 28 advanced-level courses and vocational technical
  1 29 courses.
  1 30    Sec.    .  Section 257.11, Code 2003, is amended by
  1 31 adding the following new subsection:
  1 32    NEW SUBSECTION.  7A.  SHARED SUPPORT SERVICES.  For
  1 33 the school budget years beginning July 1, 2003, July
  1 34 1, 2004, and July 1, 2005, a school district which
  1 35 shares with or purchases from an eligible entity a
  1 36 significant portion of one or more support services,
  1 37 student transportation services, or personnel or other
  1 38 operational types of services shall be eligible to
  1 39 assign its resident students an additional weighting.
  1 40 For purposes of this subsection, "significant portion"
  1 41 means that at least fifty percent of the services are
  1 42 shared or purchased.  Eligible sharing and purchasing
  1 43 entities shall include other school districts, area
  1 44 education agencies, community colleges, cities, or
  1 45 counties.  Eligible support services shall include but
  1 46 not be limited to budgeting, receiving and disbursing
  1 47 funds, financial and property accounting, payroll,
  1 48 planning research and evaluation, personnel services,
  1 49 and administrative technology services; and shall
  1 50 exclude cooperative purchasing programs and
  2  1 activities.  A school district shall be eligible for
  2  2 additional weighting for services not previously
  2  3 shared or purchased prior to July 1, 2003, from other
  2  4 school districts, area education agencies, community
  2  5 colleges, cities, or counties.  A school district that
  2  6 qualifies under this subsection shall assign to its
  2  7 resident pupils an additional weight of two-
  2  8 hundredths.  The maximum additional weight shall be
  2  9 ten additional pupils.  If the sum of the funding
  2 10 amount calculated for all districts under this
  2 11 subsection exceeds two million dollars for the school
  2 12 year beginning July 1, 2004, and each succeeding
  2 13 fiscal year, the director of the department of
  2 14 management shall prorate the amount calculated for
  2 15 each district.  The proration shall be based upon the
  2 16 amount calculated for each district when compared to
  2 17 the sum of the amount for all districts.
  2 18    Sec.    .  Section 257.11A, Code 2003, is amended
  2 19 by adding the following new subsection:
  2 20    NEW SUBSECTION.  3A.  SHARED SUPERINTENDENTS.  For
  2 21 the school budget years beginning July 1, 2003, July
  2 22 1, 2004, and July 1, 2005, resident pupils enrolled in
  2 23 a school district in which the superintendent is
  2 24 employed jointly under section 273.7A or under section
  2 25 280.15, are assigned a weighting of five-hundredths
  2 26 for the superintendent who is jointly employed times
  2 27 the percent of the superintendent's time in which the
  2 28 superintendent is employed in the school district.
  2 29 However, the total additional weighting assigned under
  2 30 this subsection for a budget year for a school
  2 31 district shall not exceed five and the total
  2 32 additional weighting added cumulatively to the
  2 33 enrollment of school districts sharing a
  2 34 superintendent shall not exceed fifteen.  If the
  2 35 school district has approved an action to bring about
  2 36 a reorganization to take effect on or before July 1,
  2 37 2006, the reorganized school district shall include,
  2 38 for a period of one year following the effective date
  2 39 of reorganization, additional pupils added by the
  2 40 application of the supplementary weighting plan, equal
  2 41 to the pupils added by the application of the
  2 42 supplementary weighting plan in the year preceding the
  2 43 effective date of reorganization.  For purposes of
  2 44 this subsection, the weighted enrollment for the
  2 45 period of one year following the effective date of
  2 46 reorganization shall include the supplementary
  2 47 weighting in the base year used for determining the
  2 48 combined district cost for the first year of the
  2 49 reorganization.  However, the weighting shall be
  2 50 reduced by the supplementary weighting added for a
  3  1 pupil whose residency is not within the reorganized
  3  2 district."
