1 1 Amend the amendment, S-3332, to House File 549, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. Page 2, line 34, by inserting after the figure
1 5 "107-110." the following: "The program shall include
1 6 the assignment of a unique student identifier to each
1 7 student attending kindergarten through grade twelve."
1 8 #2. Page 2, line 45, by striking the word "chart"
1 9 and inserting the following: "of student progress as
1 10 specified in paragraph "c"".
1 11 #3. Page 2, line 48, by striking the word
1 12 "expression,".
1 13 #4. Page 3, by striking lines 6 through 14 and
1 14 inserting the following: "norms, as well as measures
1 15 of student progress as specified in paragraph "c"."
1 16 #5. Page 3, line 21, by inserting after the word
1 17 "averages" the following: "and a longitudinal
1 18 analysis of student progress as specified in paragraph
1 19 "c"".
1 20 #6. Page 3, by inserting after line 30 the
1 21 following:
1 22 "c. The department shall approve the use of a
1 23 single value-added system to calculate annually the
1 24 amount of academic growth for each student, school,
1 25 and school district in reading and mathematics, and
1 26 other core academic areas where possible. The system
1 27 shall at a minimum contain the following capabilities:
1 28 (1) Use of a mixed-model statistical analysis that
1 29 has the ability to use all achievement test data for
1 30 each student, including the data for students with
1 31 missing test scores, that does not adjust downward
1 32 expectations for student progress based on race,
1 33 poverty, or gender, and that will provide the best
1 34 linear unbiased predictions of school or other
1 35 educational entity effects to minimize the impact of
1 36 fortuitous accumulation of random errors.
1 37 (2) The ability to work with test data from a
1 38 variety of sources, including data that are not
1 39 vertically scaled, and to provide a variety of
1 40 analyses of such data.
1 41 (3) The capacity to receive and report results
1 42 electronically and provide support for districts
1 43 utilizing the system.
1 44 (4) The ability to create for each school district
1 45 a chart that reports grade-equivalent scores for
1 46 grades three through eight and gains between
1 47 consecutive pairs of grades for each attendance center
1 48 and provides for a district-wide study of grade
1 49 equivalent scores. The system shall create a chart
1 50 for each district in accordance with this
2 1 subparagraph.
2 2 d. Each school district shall have complete access
2 3 to and utilization of its own value-added assessment
2 4 reports generated by the system at the student level
2 5 for the purpose of measuring student achievement at
2 6 different educational entity levels."
2 7 #7. By renumbering, redesignating, and correcting
2 8 internal references as necessary.
