1 1 Amend Senate File 453 as follows:
1 2 #1. Page 4, by striking lines 7 through 15 and
1 3 inserting the following:
1 4 "Sec. . CONTINGENT UNIFORM REDUCTION,
1 5 APPROPRIATION LIMITATIONS, AND EFFECTIVE DATES.
1 6 1. If the governor approves of this section and
1 7 the remainder of this division of this Act in their
1 8 entirety, the governor shall order reductions in the
1 9 allotments of the appropriations made from the general
1 10 fund of the state for the fiscal year beginning July
1 11 1, 2003, and ending June 30, 2004, in an amount equal
1 12 to $35,000,000. The reductions in the appropriations
1 13 shall be applied uniformly as provided in section 8.31
1 14 except that the governor may wholly exempt specific
1 15 appropriations which shall be identified by the
1 16 governor in the governor's order.
1 17 2. If the governor approves of this section and
1 18 the remainder of this division of this Act in their
1 19 entirety, notwithstanding the standing appropriations
1 20 in the following designated sections for the fiscal
1 21 year beginning July 1, 2003, and ending June 30, 2004,
1 22 the amounts appropriated from the general fund of the
1 23 state pursuant to those sections for the designated
1 24 purposes shall not exceed the following amounts:
1 25 a. For the personal property tax replacement
1 26 program under section 405A.8:
1 27 .................................................. $ 30,000,000
1 28 b. For the payment of franchise tax allocations to
1 29 cities and counties under section 405A.10:
1 30 .................................................. $ 5,000,000
1 31 3. If the governor approves of this section and
1 32 the remainder of this division of this Act in their
1 33 entirety, the provisions of this division of this Act
1 34 other than this section, the section amending section
1 35 427B.19C, the section of this Act that voids the
1 36 revaluation of machinery, equipment, and computers,
1 37 and the immediate effective date section, shall take
1 38 effect July 1, 2004."
