  1  1    Amend House File 662, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 10, line 34, by inserting before the word
  1  4 "For" the following:  "a."
  1  5    #2.  Page 11, by inserting after line 21 the
  1  6 following:
  1  7    "b.  For purposes of allocating moneys to community
  1  8 colleges for instructional technology used in
  1  9 vocational-technical programs:  
  1 10 .................................................. $  1,000,000
  1 11    Moneys appropriated in this lettered paragraph
  1 12 shall be allocated by the department of education to
  1 13 each community college on the basis of each community
  1 14 college's share of overall community college student
  1 15 enrollment.  The overall enrollment and each community
  1 16 college district's share of the overall enrollment
  1 17 shall be determined utilizing refined enrollment
  1 18 reporting methods approved by the department of
  1 19 education using data from fiscal year 2002-2003.  The
  1 20 department of education shall determine enrollment
  1 21 share percentages for each community college district
  1 22 for purposes of allocating the moneys.  Allocations to
  1 23 each community college under this lettered paragraph
  1 24 shall be made in one payment on or about October 15,
  1 25 taking into consideration the relative budget and cash
  1 26 position of the state resources.
  1 27    Moneys received by a community college under this
  1 28 lettered paragraph shall not be commingled with
  1 29 general state financial aid, including financial aid
  1 30 to merged areas in lieu of personal property tax
  1 31 replacement payments, and including moneys received
  1 32 for vocational education programs in accordance with
  1 33 chapters 258 and 260C.  Payments made to a community
  1 34 college shall be accounted for by the community
  1 35 college separately from other state aid payments.
  1 36 Each community college shall maintain a separate
  1 37 listing within its budget accounting for payments
  1 38 received and expenditures made pursuant to this
  1 39 lettered paragraph.  Moneys received under this
  1 40 lettered paragraph shall supplement, not supplant, the
  1 41 moneys each community college budgets for technology.
  1 42    A community college shall expend funds received
  1 43 pursuant to this lettered paragraph for the
  1 44 acquisition, lease, lease-purchase, installation, and
  1 45 maintenance of instructional technology equipment used
  1 46 in vocational-technical programs, including hardware
  1 47 and software, materials, and supplies related to
  1 48 instructional technology, faculty development, and
  1 49 training related to instructional technology."
