  1  1    Amend Senate File 270 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 282.18, subsection 7, Code
  1  5 2003, is amended to read as follows:
  1  6    7.  A pupil participating in open enrollment shall
  1  7 be counted, for state school foundation aid purposes,
  1  8 in the pupil's district of residence.  A pupil's
  1  9 residence, for purposes of this section, means a
  1 10 residence under section 282.1.  The board of directors
  1 11 of the district of residence shall pay to the
  1 12 receiving district the state cost per pupil regular
  1 13 program foundation base per pupil minus a per pupil
  1 14 foundation property tax amount in the district of
  1 15 residence.  for the previous school year, plus any
  1 16 moneys received for the pupil as a result of the non-
  1 17 English speaking weighting under section 280.4,
  1 18 subsection 3, for the previous school year multiplied
  1 19 by the state cost per pupil for the previous year.
  1 20 The district of residence shall also transmit the
  1 21 phase III moneys allocated to the district for the
  1 22 previous year for the full-time equivalent attendance
  1 23 of the pupil, who is the subject of the request, to
  1 24 the receiving district specified in the request for
  1 25 transfer.  If the pupil participating in open
  1 26 enrollment is also an eligible pupil under chapter
  1 27 261C, the receiving district shall pay the tuition
  1 28 reimbursement amount to an eligible postsecondary
  1 29 institution as provided in section 261C.6.  For
  1 30 purposes of this subsection, "per pupil foundation
  1 31 property tax amount" means the amount derived by
  1 32 applying the uniform levy of five dollars and forty
  1 33 cents divided by the district of residence's budget
  1 34 enrollment."
  1 35    #2.  Title page, lines 1 and 2, by striking the
  1 36 words "routes outside a district's boundaries" and
  1 37 inserting the following:  "and funding for pupils
  1 38 participating in open enrollment".
