  1  1    Section 1.  Section 8A.221, subsection 3, paragraph b, Code
  1  2 Supplement 2003, is amended to read as follows:
  1  3    b.  Members appointed by the governor are subject to
  1  4 confirmation by the senate and shall serve four-year staggered
  1  5 terms as designated by the governor.  The advisory council
  1  6 shall annually elect its own chairperson from among the voting
  1  7 members of the board council.  A majority of the voting
  1  8 members of the council constitutes a quorum.  Members
  1  9 appointed by the governor are subject to the requirements of
  1 10 sections 69.16, 69.16A, and 69.19.  Members appointed by the
  1 11 governor shall be reimbursed for actual and necessary expenses
  1 12 incurred in performance of their duties.  Such members may
  1 13 also be eligible to receive compensation as provided in
  1 14 section 7E.6.  
  1 15                           EXPLANATION
  1 16    This bill provides that a majority of the voting members of
  1 17 the IowAccess advisory council constitutes a quorum.  Without
  1 18 this amendment Code section 17A.2 automatically sets a quorum
  1 19 requiring no less than two-thirds of the members eligible to
  1 20 vote.
