1 1 Section 1. Section 618.11, Code 2003, is amended to read
1 2 as follows:
1 3 618.11 FEES FOR PUBLICATION.
1 4 The compensation, when not otherwise fixed, for the
1 5 publication in a newspaper of any notice, order, citation, or
1 6 other publication required or allowed by law shall be at a
1 7 rate of thirty-four cents for one insertion and twenty-three
1 8 cents for each subsequent insertion for each line of eight
1 9 point type two inches in length, or its equivalent. Beginning
1 10 June 1, 2001, and each June 1 thereafter, the state printing
1 11 administrator shall calculate a new rate for the following
1 12 fiscal year as prescribed in this section, and shall publish
1 13 this rate as a notice in the Iowa administrative bulletin
1 14 prior to the first day of the following calendar month. The
1 15 new rate shall be effective on the first day of the calendar
1 16 month following its publication. The rate shall be calculated
1 17 by applying the percentage change in the consumer price index
1 18 for all urban consumers for the last available twelve-month
1 19 period published in the federal register by the federal
1 20 department of labor, bureau of labor statistics, to the
1 21 existing rate as an increase or decrease in the rate rounded
1 22 to the nearest one-tenth of a cent. The rate calculated shall
1 23 differentiate between data provided to a newspaper
1 24 electronically and data not provided electronically. The
1 25 calculation and publication of the rate by the state printing
1 26 administrator shall be exempt from the provisions of chapters
1 27 17A and 25B.
1 28 EXPLANATION
1 29 This bill provides that when determining the publication
1 30 rate for official notices, orders, citations, or other
1 31 publications required or allowed by law, the state printing
1 32 administrator shall establish a publication rate that
1 33 differentiates between data provided to a newspaper
1 34 electronically and data not provided electronically.
