1 1 Section 1. NEW SECTION. 84A.11 MEATPACKING INDUSTRY
1 2 WORKERS' BILL OF RIGHTS.
1 3 The labor commissioner or the commissioner's designee shall
1 4 establish guidelines for workers employed in this state's
1 5 meatpacking industry that are called the meatpacking industry
1 6 workers' bill of rights. The division of labor services shall
1 7 conduct an annual survey of the meatpacking industry in this
1 8 state to determine whether the objectives of the meatpacking
1 9 industry workers' bill of rights are being met. The
1 10 meatpacking industry workers' bill of rights shall include all
1 11 of the following:
1 12 1. The right to work as provided in section 731.2.
1 13 2. The right to a safe workplace.
1 14 3. The right to adequate restroom and break facilities and
1 15 the opportunity to use them.
1 16 4. The right to take advantage of existing state and
1 17 federal rights and benefits.
1 18 5. The right to be free from discrimination.
1 19 6. The right to continuing training, including training as
1 20 a supervisor.
1 21 7. The right to compensation for work performed.
1 22 EXPLANATION
1 23 This bill adds a new section to Code chapter 84A which
1 24 directs the labor commissioner or the commissioner's designee
1 25 to establish guidelines for a meatpacking industry workers'
1 26 bill of rights which includes the right to work as provided in
1 27 Code section 731.2, to a safe workplace, to adequate restroom
1 28 and break facilities, to training, to freedom from
1 29 discrimination, to seek state and federal rights and benefits,
1 30 and to compensation for work performed. The bill also
1 31 requires the division of labor services to conduct an annual
1 32 review of the meatpacking industry in the state to determine
1 33 whether the objectives of the bill of rights are being met.
