  1  1    Section 1.  Section 184.6, unnumbered paragraph 1, Code
  1  2 2003, is amended to read as follows:
  1  3    The Iowa egg council established under this chapter shall
  1  4 be composed of seven members.  Each member must be a natural
  1  5 person who is a resident of this state and a producer or an
  1  6 officer, equity owner, or employee of a producer.  A producer
  1  7 shall not be represented by more than once on two members of
  1  8 the council.  Two persons shall represent large producers, two
  1  9 persons shall represent medium producers, and three persons
  1 10 shall represent small producers.  The council shall adopt
  1 11 rules pursuant to chapter 17A establishing classifications for
  1 12 large, medium, and small producers.  The following persons or
  1 13 their designees shall serve as ex officio nonvoting members:  
  1 14                           EXPLANATION
  1 15    This bill changes the composition of the Iowa egg council
  1 16 established under Code chapter 184, which is charged to
  1 17 promote the increased utilization of eggs and egg products,
  1 18 and which administers an assessment (or "checkoff") on
  1 19 producers of chickens kept as layers.  Currently, Code section
  1 20 184.6 provides that voting members of the council include
  1 21 persons representing producers.  However, a producer cannot be
  1 22 represented more than once on the council.  The bill changes
  1 23 that requirement by providing that a single producer can be
  1 24 represented by up to two members of the council.
