  1  1    Section 1.  Section 85.65A, subsection 5, Code 2003, is
  1  2 amended by striking the subsection.
  1  3    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1  4 immediate importance, takes effect upon enactment.  
  1  5                           EXPLANATION
  1  6    This bill strikes Code section 85.65A, subsection 5, which
  1  7 repeals the surcharge on employers for the workers'
  1  8 compensation second injury fund on July 1, 2003, and makes the
  1  9 surcharge permanent.  The bill takes effect upon enactment.
