1 3 A Resolution requesting the government oversight
1 4 committee to study nurse staffing levels and
1 5 mandatory overtime practices involving nurses.
1 6 WHEREAS, many health care providers are facing
1 7 nursing shortages, resulting in nurses working
1 8 excessive overtime and research indicates there are
1 9 important linkages between nurse staffing levels and
1 10 adverse patient outcomes; and
1 11 WHEREAS, mandatory overtime practices which compel
1 12 or force nurses to work hours beyond agreed-upon
1 13 assignments by using threats of discrimination,
1 14 dismissal, licensure discipline, or other coercive
1 15 sanctions have been addressed in laws enacted in other
1 16 states; NOW THEREFORE,
1 17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
1 18 That the government oversight committee of the house
1 19 of representatives is requested to study nurse
1 20 staffing levels and mandatory overtime practices
1 21 involving nurses during the 2003 legislative interim
1 22 and to make recommendations for legislative action by
1 23 the Eightieth General Assembly, 2004 Regular Session.
